About this file
This document is a set of Questions and Answers related to Solicitation # 47PB0024Q0018 for a Region 1 Blanket Purchase Agreement (BPA) for Simplified Acquisition Procedures (SAP) Construction Services in the New England states.
The BPA will provide GSA's Public Building Service (PBS) with a network of contractors to fulfill repetitive construction service needs under the $250,000 Simplified Acquisition Threshold, including repair and alteration projects. Separate BPAs may be awarded for different local trade areas within the region. Contractors interested in multiple trade areas must submit at least 2 past performance forms per area. Pricing will be based on RSMeans data, with contractors submitting coefficients to be applied. The BPA term is 5 years, with a 1-year base period and four 1-year option periods. This is a 100% small business set-aside under various NAICS codes. Respondents should not fill out pricing on the SF-1442, but instead use the separate pricing form.

Item 1.b. Term of agreement on the Draft Region 1 Simplified Acquisition Procedures (SAP) Construction Blanket Purchase Agreement (BPA) should read for a period of five (5) years from the date this agreement is duly executed.
4 SF1442 only lists 4 trade areas and appears to be missing others. Please advise.
GSA fills out this section if awarded!

This is the method GSA uses to calculate the pricing.
11 Does the contractor develop the line Item proposal at the time of award?
GSA will do this at award.
12 Would the government be willing to extend the year completion limit submitted for submitted completion projects by a few more years?
If there is an awarded BPA Call still in process when the base contract expires, this does not affect the individual BPA Call.
13 Would you please indicate what is to be included in the coefficient?
The pricing component of this Blanket Purchase Agreement (BPA) will be calculated using RSMeans data. In the construction industry, RSMeans data is synonymous with detailed costs. The RSMeans database contains over 85,000 line items of material, labor, and equipment.
These line items can be referenced at the unit, assembly, or square foot level of detail.
RSMeans data can be found at:
https://www.rsmeansonline.com/.
Quoters shall submit coefficients for each geographic location checked off, taking RSMeans City Cost Index (CCI) and the RSMeans Product Catalogue into consideration. The coefficient offered will be used to determine competitiveness of the proposal, as well as the pricing for all task orders issued to that vendor under this BPA.

The coefficient is the BPA holder’s profit.
