About this file
This document is a Single Source Justification for a simplified acquisition of lodging services related to the FY24 Joint Base Charleston Air Show. The Air Force intends to award a single source contract to Inns of Charleston to provide 98 hotel rooms to accommodate 18 military performers/acts and support crew from April 19-22, 2024. The total estimated contract value is $66,325. The justification cites the need for the lodging to be in close proximity to the airfield due to safety and accessibility requirements, as well as the requirement for military personnel to use government-provided lodging per the Joint Travel Regulation. The contracting officer determined that only one source, Inns of Charleston, is reasonably available to meet the requirement. The government will post a notice of intent to award sole source on SAM.gov, and will continue to monitor the market for potential competition in future requirements where proximity is not as critical.

Single Source Justification (Simplified Acquisition)
April 2021 Page 1 of 2
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 628th Contracting Squadron
Project/Program Name: FY24 Joint Base Charleston Air Show Lodging
Purchase Request / Local ID Number: A035770
Estimated Contract Cost (including Options): $66,325.00
Section B: Description of the Supplies/Services Required
Ninety-eight (98) hotel rooms to provide required lodging for eighteen (18) military performers/acts and support performing at the 2024 Air Show for Joint Base Charleston, SC - Air Base from 15 April 2024 - 22 April 2024.
Section C: Justification for Soliciting from a Single Source or Brand Name
Lodging for all Air Show performers/acts and support crew must be in close proximity to the airfield due to the need for rapid accessibility of aircraft and equipment. With Joint Base Charleston- Air Base expecting to accommodate approximately 80,000 guests for the 2024 Air Show, the substantial traffic volume expected to the area will increase safety risks by impeding contractor 24/7 access to the performance aircraft and other equipment that will be located on the Air Base for the duration of the Air Show (19-21 APR).
Additionally, in accordance with The Joint Travel Regulation (JTR) for Uniformed Service Members and Department of Defense (DoD) Civilian Employees, dated 1 April 2024, A DoD Service member ordered to a U.S. Installation must use adequate and available Government quarters. When ordered to an Integrated Lodging Program site where adequate Government quarters are not available, a DoD Service member may use other lodging available under the ILP. Since the Inns of Charleston, has adequate availability for the Service members and they will be on official travel orders, they will be required to use the Government quarters provided.
Due to the requirement for performers and support crew to be in close proximity of the airfield and the requirement for Service members to use adequate and available Government quarters, this requirement cannot be met within the local area and can only be satisfied by the Inns of Charleston located on Joint Base Charleston.
Section D: Efforts to Obtain Competition
In accordance with FAR Part 10, market research was conducted resulting in no viable solution due to the significant number of rooms needed to support the requirement as well as the need for personnel to be in immediate proximity to the airfield. A notice of intent to award sole source shall be posted to the GPE (SAM.gov).
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The Government will continue to survey the market for any changes or new entries to the market place that may allow for the use of other vendors in future requirements. Additionally, the Government will also seek to obtain competition in acquisitions for lodging when proximity is not necessary to protect Joint Base Charleston personnel or required by the JTR.
