About this file

This is a Planning Grant Application Template for the FY 2024-2026 PROTECT Competitive Grant Program administered by the Federal Highway Administration. The template provides the required format and structure for organizations to submit planning grant applications seeking federal funding to improve surface transportation resilience against natural hazards. The template requires applicants to complete six main sections: Summary (including project title, lead applicant information, funding amount requested, and project description limited to 250 words); Project Information (including location details, census tract information, rural area designation, floodplain analysis, eligible parties, facility types, and project background); Budget and Funding (detailing PROTECT grant request, other federal funding sources, non-federal funding, total project costs, and detailed budget breakdown); Merit Criteria (demonstrating alignment with program goals, planning activity approach, and innovation); Project Readiness (addressing technical assessment, financial completeness, and permitting risk); and DOT Selection Priorities (identifying which of eight priority categories the project addresses).

Eligible applicants include states, political subdivisions, metropolitan planning organizations, units of local government, special purpose districts, federally recognized Indian Tribes, Federal land management agencies applying jointly with states, and multi-state entities. Eligible planning activities include resilience improvement plans, resilience planning and design tools, technical capacity building, and evacuation planning. The federal grant share for planning activities is 100 percent, with no local cost-share required. Applications must be submitted with this completed template along with required attachments such as project location maps, letters of support, state DOT support letters, and detailed budgets. Submissions without the completed template will be considered incomplete and will not be reviewed.
