About this file
This statement of work outlines requirements for calibration services for Phantom Test Stands located at various United States Special Operations Command facilities. The contractor shall provide on-site calibration of nineteen Phantom Test Stands at fourteen locations, which involves verifying pressure sensors and flowmeters against calibrated equipment, performing any necessary repairs or upgrades, and recertifying the equipment. The contractor must be a certified technician for the specified test stands and ship all necessary tools and equipment. The government sites must provide certain support such as space, gases, and access. Security requirements include background checks and escorting in restricted areas. Contractors must also report labor hours using the eCMRA system. The related solicitation appears to be a request for information regarding these recurring calibration services.

STATEMENT OF WORK
The Contractor shall provide on-site service of the Phantom Test Stand (PTS) as listed in this
Statement of Work.
The offeror shall be a Certified Technician for the stated equipment. The service of all equipment shall be processed as outlined below:
Shipping instructions: Contractor will be responsible for shipping of tools and test equipment to selected customer's facility.
On site requirements: Customer must provide at minimum:
Functional PTS If there is suspected or known problems this information must be reported to
Eaton at least 3 business days prior to planned calibration date. At least 65 square feet of clean, indoor space between 60 and 80°F to set up calibration equipment and work in. (The footprint of the Mobile Calibration Lab is approximately 6.5 x 2.5). One (1) full k-bottle of Nitrogen in proximity of work area. One separate k-bottle of Nitrogen or Compressed Air with 500psig minimum connected to PTS for PTS operation. Approximately 8 to 10 hours of time.
Set-up
Arrive on site, unload and set up Mobile Calibration Lab
Make all necessary gas and electrical connections
Calibration
1. Unlock/open the main PTS cabinet
2. Perform a leak test of the PTS, repair leaks if necessary.
3. Perform/install upgrades to bring PTS in line with current revision from factory.
4. Access the admin mode of the PTS software and bring up the engineering screen
5. Physically disconnect each internal pressure sensor in turn and connect a FLUKE PPC4
Pressure
Controller/Calibrator to each instrument.
6. Verify the instrument at a series of predetermined pressures. This varies from 3 to 18 separate points depending on which pressure sensor is under test. Accuracy is +/- 0.5psi for the 0-150, 0-
100psig sensors, +/- 0.05psi for the 0-14.5psia sensor, and +/- 0.1inH2O for the 0-50 and -15 to
+15inH2O differential sensors. If the sensor is out of tolerance, it is recalibrated to be within specified tolerance.
7. Reconnect each sensor to PTS factory configuration after conclusion of the test.
8. Physically break connections in the flow path of the PTS upstream of each flowmeter under test in turn, and via the engineering software, electronically actuate any valves or flow controllers in line with the flowmeter under test and connect a Fluke Molbloc (or series of
Molblocs in parallel) upstream of the flowmeter under test.
9. Verify the flow of each flowmeter in turn at predetermined flow rates. This varies from 3 to 12 separate flow rates depending on which flowmeter is under test, to an accuracy of +/- 1% full scale for each flowmeter.
10. Disconnect the Fluke Molbloc(s), and restore the flow connections/valves/controllers in the
PTS to the original configuration.
11. Repeat the leak test to verify system integrity.
12. Return the software to "end user" mode.
13. Close PTS cabinet and replace "calibration due" sticker. New due date will be the last day of the 12th month from the date of calibration. (i.e., Calibration performed on Oct 4, 2012, will be next due on Oct 31).
Supplemental Funds will be available for unforeseen maintenance /repairs, after annual calibration is complete on Phantom Test Stand. Or when the annual calibration time is not in a reasonable time frame to get the PTS into operational use timeframe to keep units from becoming mission critical.
Clean-up
Break all necessary gas and electrical connections
Disassemble and pack up Mobile Calibration Lab.
