The U.S. Army Corps of Engineers, Galveston District Office is seeking interest from industry on our requirements for Fiscal Year 2023. This is a Programmatic Market Research effort to determine interest for upcoming requirements. Although not all inclusive the attached list of 28 projects covers most of the anticipated requirements for this fiscal year. Some sources sought notices may have already been posted for other requirements and there may be other notices posted after this notice for additional requirements not yet determined.
THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Under FAR guidelines, the prime contractor must have the capability to perform at least 50 percent of the contract work with his-or-her own employees.
If your organization has the potential capacity to perform these contract services, please provide the following information. Firm’s response to this Synopsis shall be limited to 4 pages and shall include the following information:
1. Firm’s name, address, point of contact, phone number, and e-mail address.
2. Firm’s interest in bidding on the solicitation when it is issued.
3. Firm’s capability to perform a contract of this type and complexity (include firm’s capability to execute comparable work performed within the past 3-5 years:
Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) – provide no more than 3 relevant project examples, no more than 1 page per example.
4. Firm’s small business category and Business Size (Small Business, HUB Zone, Service-Disabled Veteran Owned Small Business, or 8(a).
5. Firm’s Joint Venture information if applicable – existing
Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement in electronic format. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist USACE in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. After completing its analysis, the Government will determine whether to limit competition among Service-Disabled Veteran, 8a, HUBZone, Small Business firms or proceed with full and open competition as Unrestricted.
Project Information: See the attached excel spreadsheet which highlights each project and a brief description of those projects. The spreadsheet also highlights anticipated issue, opening, and award dates for the projects.
The estimated quantities for some of the dredging efforts can be found in the spread sheet and estimated project durations can also be determined by the dates in the excel spreadsheet. However, please note that all estimated quantities will be provided in the final solicitation documents.
Note: For all construction projects, liquidated damages will be assessed per project if the selected contractor fails to complete work within the time specified in the solicitation. The specific amount of those liquidated damages will be determined per each individual requirement.
The contractor will be required to provide Performance and Payment Bonds within the specified number of calendar days after award per each solicitation and the contractor shall begin work within the stated calendar days specified in each solicitation after receipt of the Notice to Proceed.
Most of these new project requirements will require that an offerors bid be valid for 90 days instead of the 60 days previously required.
The solicitations issued will primarily be Firm Fixed Price unless otherwise stated. The estimated price range of most projects can be found in the attached spreadsheet but may change when solicited.
The solicitations for all dredging projects will be advertised in accordance with FAR Part 14 unless otherwise stated and the intent of the Government is to award a single firm-fixed price contract for each of these actions unless otherwise stated. The North American Industrial Classification System (NAICS) Code applicable to most of these projects is 237990 (Heavy Construction). The Small Business Size Standard is $32.5 Million (Dredging and Surface Cleanup Activities). To be considered small for purposes of Government procurement, a firm or its similarly situated subcontractors must perform at least 40 percent of the volume dredged with their own equipment or equipment owned by another small dredging concern.
The solicitations will be issued on or about the dates in the attached spreadsheet. Response date will be per the dates assigned in each solicitation. (All bids must be submitted electronically per Section 00 21 00 of the solicitation. Bid opening will be held by teleconference only and the Access Codes for each bid opening will be provided in the solicitation. The estimated award dates will also be provided per solicitation.

NOTE: Interested Offerors shall respond to this Programmatic Market Research Sources Sought Notice no later than 23 December 2022, 2:00 P.M. CT. Offers that do not meet all requirements or submit within the allotted time may not be considered. All interested parties should determine which projects are of particular interest to them and determine which ones you would submit a bid. For those particular project please send a copy of your capability statement along with a list of the requirements you are interested in bidding on to the following link SWG-CT-Execution-Proposals@usace.army.mil, and make sure you also send it to the attention of the contracting POC in the attached spreadsheet.
