SUMMARY OF WORK

PART 1 GENERAL
1.1 SUMMARY
This Section provides a summary of the various Contract work elements and their relationship to each other. This summary describes work activities within interim construction completion date. This Section does not provide the technical detail for particular work activities, but describes work as a whole, providing overall perspective to the separate tasks and their interrelationships. Use this Section in conjuction with all the Specification Sections and the Drawings to establish the total work requirements.
1.2 WORK COVERED BY CONTRACT DOCUMENTS
1.2.1 Project Description
This section is a general summary of the required work and is not all-inclusive. The work described within these specifications include, but not necessarily be limited to the following:
a. A new north shore anchor (right bank) will be installed using rock anchors or an equivalent horizontal sub-surface soil anchor system capable of resisting the maximum expected boom tension. This anchor will be similar to the existing north shore (right bank) anchor system.
b. A new 2,500 foot total length steel cable will be installed to a new north shore (right bank) anchor. This cable will have manufactured composite buoys or a similar debris diversion barrier installed to contain and move debris to the south shore stilling basin.
c. A steel boat gate, as part of the debris boom requirements, will be fabricated using structural steel and connect the cable spans. This boat gate will have an above water access arm that is remote controlled.
d. The south shore (left bank) anchor will remain in-use, while the north shore (right bank) anchor will be abandoned in-place. Connection of the new boom cable will occur concurrently when the existing debris boom cable is disconnected. The south shore anchor shall only have one connected boom at a time.
e. The existing debris boom cables for all spans will be demolished.
The cables connecting the debris boom to the in-water concrete coffer dams will be disconnected or cut above the two existing cofferdams in-water below. In-water cables will be disconnected or cut after the cable is pulled or positioned vertically above the in-water anchor and slack is removed to minimize the amount to be abandoned.
f. The existing debris boom and all cables will be removed and disposed of by the contractor.

g. Removal of the 234-buoy system and associated cables and attachments.
h. The existing in-water concrete coffer dams will be abandoned in-place.
i. Utilize of underwater ROV for cutting underwater cable/chain and taking video of existing underwater anchor and foundation being abandoned.
j. Removal of approximately 180 linear feet surface conduit and wires from north shore to the junction box in the existing cathodic protection system.
1.2.2 Location
The work is located at Chief Joseph Dam, Bridgeport Washington.
1.3 OCCUPANCY OF PREMISES
The Chief Joseph Dam is a working facility and daily routines require frequent operations to be conducted.
Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, decks, and roadways.
1.4 EXISTING WORK
In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":
a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.
b. Repair or replace portions of existing work which have been altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work must be in a condition equal to or better than that which existed before new work started.
1.5 LOCATION OF UTILITIES
Verify existing utility locations within area of work including in-ground and overhead utilities.

1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. Submit the following in accordance with SECTION 01 33 00 SUBMITTAL PROCEDURES:

1.3 GENERAL ACCESS REQUIREMENTS
Access to the dam structures will be controlled at an entrance security station. Incoming traffic will be restricted from entering the controlled area until proper identification is provided. All personnel entering this area will be required to pick up their Contractor badge and sign in/out at the security station. Access other than established working hours will require prior approval by the Contracting Officer. The Government may search any vehicle or personnel passing through the security station.
Prohibited items include weapons, incendiary devices, bombs, and ammunition. Contractor and sub-contractor employees will not be permitted to bring guests, family members, non-employees, or pets to the job site at any time.

1.4 ACCESS TO RESTRICTED AREAS
Contractor employees and equipment located between the red restricted signs and the dam including the powerhouse, transformer deck, intake structure, spillway, or water surface are subject to restrictions on entry and movement.
1.4.1 Background Check
The Contractor’s Site Superintendent, CQC Manager, and SSHO must receive a favorable background check prior to accessing work at the CJD project.
Previously existing background checks must be verifiable through the DoD Joint Personnel Adjudication System (JPAS). Contractor personnel without existing background checks must complete the Standard Form 85P, Questionnaire for Public Trust Positions or Standard Form 85. Submit forms to the District Security Officer via the Contracting Officer. The District Security Office will forward requests to the appropriate investigating agency. Personnel will be granted access to the unclassified restricted areas, only after the verification of an existing investigation or the favorable review of their investigation request.
1.4.2 Escorting of Contract Personnel
Upon completion of favorable background check individuals will be issued a proximity card for access through the main gate. Individuals with favorable background checks may escort other Contractor personnel.
Contractor personnel without proximity cards must be escorted at all times when performing work at the dam.
1.5 WORK AREAS AND ACCESS
1.5.1 Access Roads
New access roads are NOT required. Use existing access roads designated by Project office. Any Contractor-caused damage to existing roadways or CJD Project grounds used for access shall be repaired and the surface shall be restored to its pre-damaged condition. Comply with all requirements of the State and County authorities for use of existing roadways, such as traffic regulations, load limits, etc. Notify the Contracting Officer prior to blocking any roads within the CJD project site.
1.5.2 Government Roadways
Access to bridge decks by heavy construction vehicles, such as truck cranes, shall be limited to AASHTO HS-20-44 loading. For any vehicles in excess of this capacity, a loading diagram shall be submitted for review and approval showing the wheel loads and wheel spacing. Do not block the full width of the roadway unless otherwise approved in advance.
1.5.3 Access By Government Personnel
Maintain clear access through all work areas for access of Government personnel and equipment. The minimum width of clear access shall be 4 feet unless otherwise approved.
1.5.4 Contractor's Staging Area and Employee Access
Areas off-limits to Contractor personnel will be discussed at the
SECTION 01 14 00 Page 4 preconstruction meeting. Salespersons or personnel seeking the Contractor will not be granted access.
Upon Contractor's request, the Contracting Officer will designate a supplemental area for the Contractor's use and storage of trailers, equipment, and materials required to perform work under this contract.
The security of the Contractor's property and items furnished or used to perform work under this contract, are the Contractor’s responsibility whether stored inside or outside the powerhouse. Utilities will not be provided to the supplemental area by the Government.
All Contractor site facilities shall be disposed of prior to final acceptance of all work.
1.5.5 Storage of Equipment and Materials
Storage of equipment and materials will be permitted only in designated staging areas approved by the Contracting Officer. All equipment and materials to be stored shall be approved prior to storage within the Government designated temporary storage area. Any chemicals used or stored on the job site shall have appropriate MSDS documentation.
Hazardous materials shall be stored in appropriate flammable material storage lockers provided by the Contractor and located in an area designated by the Contracting Officer. A minimum access space of 4 feet shall be maintained.
1.5.6 Material Deliveries for the Contractor
All deliveries to CJD shall be coordinated with the Contracting Officer.
In no case shall a delivery be received after 2:30 p.m. Monday through Thursday, Friday, weekends, or on Holidays. If the Contractor needs to unload materials within the restricted area and cannot clearly show, to the Government’s satisfaction, that the delivery will be complete before 5:00 p.m., then the delivery will be denied. All materials delivered on-site are subject to search.
1.5.7 Contractor's Vehicles
Contractor's vehicles shall only park in areas approved by the Contracting Officer. The actual quantity of vehicles onsite shall be minimized.
Label vehicles with the Contractor’s company name. Magnetic signs are acceptable.
1.5.8 Contractor Employee Privately-Owned Vehicles
Parking of private vehicles shall be restricted to areas designated by the Contracting Officer. Privately-owned vehicles (POV's) are prohibited beyond the powerhouse access road bridge entrance (Foster Creek Bridge), and on the spillway/intake deck. While work is being performed in or near these areas, Contractor personnel shall park their POV's outside the prohibited area. Transport personnel to the work area via Contractor's vehicles.
1.6 WORK RESTRICTIONS
1.6.1 General
Chief Joseph Dam is a peaking plant with operational restraints and restrictions to maintain operational readiness status and load following
SECTION 01 14 00 Page 5 requirements with 27 main units and 2 station service house units.
1.6.2 Spill Season
The spill season at CJD typically runs 15 March thru 1 August. Spill season dates may be subject to change based on the season forecast.
1.6.3 Operating Project Coordination
Careful coordination with the operating project will be necessary to address operational restraints and ensure a successful project.
Contact the Contracting Officer for any requests, questions, or concerns regarding project scheduling and phasing.
1.6.4 Debris Boom Protection and Connections
During construction there shall be a continuous debris boom barrier at all times protecting the river. Additionally, the south shore anchor connection shall only have one debris boom connected at any given time.
1.7 HECP PROCEDURES TRAINING CERTIFICATION
a. Provide annual Hazardous Energy Control Program (HECP) training to all Contractor and subcontractor personnel working under clearances as required for all "affected personnel". Non-craft personnel (administration staff and other non-craft personnel) will be required to take the General Safety Awareness training. This training is currently being conducted on site by CJD Operations. Coordinate training dates, locations, and attendees with the COR and Chief of Operations.
b. All costs for this training shall be considered incidental to the work, and therefore, no additional payment will be made. Cost for the training is $55 per individual. Maintain training documentation on-site, including the individual's name and date of training completion. Refer to Attachment 01 35 26-A for more information.
1.8 SUPPLEMENTAL ANTITERRORISM/OPERATIONS SECURITY REQUIREMENTS
The Contractor shall be responsible for compliance with all applicable Antiterrorism/Operations Security Items as outlined below.
1.8.1 Access and General Protection/Security Policy and Procedures
Contractor and all associated subcontractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.
1.8.2 Access to Sensitive/Restricted Areas
All contract employees, including subcontractor employees who are not in possession of the appropriate security clearance, will be escorted in areas where they may be exposed to classified and/or sensitive materials and/or sensitive or restricted areas.
The contractor will coordinate with the COR and/or the facility security office for access when required.
1.8.3 E-Verify Pre-Screening
The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 3 business days after the initial contract award." *When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, with the designated Government representative.
1.9 PLANT AND EQUIPMENT LIST
A complete list of Plant and Equipment List to be used onsite shall be produced in RMS. List shall include rented equipment as well as lease-purchase or sale-leaseback equipment. The list shall indicate dates equipment is assigned to or removed from the project, dates scheduled for repairs and returned for use, and adequate identification or description of each item of equipment including manufacturer's name (abbreviated), model number, manufacturer's serial number, year of manufacture, and Contractor's assigned serial or record number.
1.10 DAMAGED EQUIPMENT OR ABNORMAL CONDITIONS
Notify the Contracting Officer immediately upon finding any damaged equipment or other abnormal conditions that requires additional work outside the contract requirements. The failure or abnormality shall not be disturbed until witnessed by the Contracting Officer. Damaged equipment or abnormal conditions not reported shall be corrected at the Contractor's expense.
1.11 PROTECTION OF MATERIAL AND WORK
Materials, supplies, tools, equipment and Government property (including all tools, equipment, and special devices supplied by the Contractor and to be turned over to the Government at the end of the Contract) shall be
SECTION 01 14 00 Page 7 protected and preserved in accordance with manufacturer's recommendations. If material, equipment, supplies, and work performed are not adequately protected, such property may be protected by the Government and the cost thereof will be charged to the Contractor or deducted from any payment due.
1.12 CONTRACTOR'S EQUIPMENT AND MATERIAL
Unless otherwise specifically cited elsewhere in these specifications, provide cranes, rigging, lifts, operators, and other necessary means to unload, load, and move equipment or materials as required to perform the work.
1.13 ELECTRICAL SERVICE
There is no utility connection at the execution locations due to remote areas. Contractor shall provide temporary utilities as required for construction. All electrical distribution work including the light system and temporary electrical services shall be performed by Contractor.
Materials may be new or used, must be adequate for the required usage, not create unsafe conditions, and not violate applicable codes and standards.
All temporary circuits and devices shall be provided, connected, and maintained and removed prior to final acceptance. Ground fault protection for all circuits used shall be Contractor furnished.
The alternate source of electrical service from CJD is in the provided area just downstream of the Commons and the warehouses.
1.14 SITE WORKING HOURS
1.14.1 Government Project Personnel Working Hours
The working hours of the project staff are Mondays through Thursdays from 6:30 a.m. until 5:00 p.m., excluding Federal holidays. Fridays are non-work days. All Project support required by the Contractor shall be scheduled to occur during these hours.
1.14.2 Contractor's Working Hours
The Contractor's working hours are 6:30 A.M. to 5:00 P.M., Monday through Thursday, excluding Federal Holidays. . A proposed schedule of work hours, shifts, and days of the week shall be submitted for approval.
Notification of any proposed changes of the schedule of regular work hours, overtime work hours, and shifts of work crews and personnel at the site shall be submitted for approval. Initial coordination of such proposed changes shall occur with the Government during the weekly meeting.
1.15 WEEKLY COORDINATION MEETINGS
Weekly coordination meetings will be held between the Contractor and the Government. These meetings will be used to discuss the Contractor's proposed schedule, actual progress in the last week, and work planned in the upcoming two weeks. Planned work shall be shown in schedule format.
Make particular note of any work requiring Government support or potential impacts to CJD operations or maintenance. Keep meeting minutes and document all action items and decisions made. Meeting minutes shall be attached with one of the daily Quality Control reports before the next coordinating meeting. A time and place shall be mutually agreed upon for the same time each week for the coordination meeting.

1.16 COORDINATION WITH OTHERS
The Contractor is advised that ongoing work activities and public use may occur at any time in the vicinity of the work required under this contract and as follows:
1.16.1 Work By The Government Concurrent With Contractor Work
The Government will limit interference with the Contractor's work to the maximum extent reasonable. The Government and Contractor shall coordinate their work schedules as necessary. Government maintenance crews may perform normal plant maintenance in the vicinity or adjacent to contract work.
1.16.2 Public Recreational Use
The debris boom installation occurs in a pubically used recreational area, both water activities and shore-based activites. Contractor shall be responsbile for all necessary signage and protection for the public during installation and demolition activities. This protection is for both public safety, contractor safety, and equipment security.
1.17 NOISE CONTROL
Noise control and noise levels shall conform to requirements set forth in the appropriate regulations, including EM 385-1-1 , Section 05.C, 29 CFR 1910 .95, 29 CFR 1926 .52 and .101. The most stringent requirement shall govern.
1.18 FIRE CONTROL
All firefighting equipment, supplies, and personnel shall be supplied by the Contractor in accordance with EM 385-1-1 , Section 09, 29 CFR 1910 SUBPART L and 29 CFR 1926 SUBPART F. Delays due to fire will not be acceptable as the basis of a claim for additional compensation.
1.18.1 Fire Prevention and Protection Plan
A Fire Prevention and Protection Policy, as stated in EM 385-1-1 and amended by the Chief Joseph Dam Project, is used by project personnel to insure continuity of service and safety to personnel and equipment. All Contractor personnel shall comply with the requirements of the Fire Prevention and Protection Policy. Any violation of Fire Protection and Prevention Policy will be grounds for requesting the removal of the offender(s). Up to 5 copies of the Chief Joseph Dam Project Fire Prevention and Protection Policy will be supplied to the Contractor.
1.19 SANITATION FACILITIES
Sanitation facilities furnished by the Contractor shall be in accordance with EM 385-1-1, and shall be located at designated locations near the work area. The Contractor shall provide freeze protection during the months October through March to prevent any spillage.
1.20 DAILY CLEANUP AND DISPOSAL
Work areas shall be kept reasonably neat on a daily basis. All debris
SECTION 01 14 00 Page 9 resulting from the work, such as waste metalwork, packing cases, scrap lumber, oil and grease spills, and other debris shall be collected, removed, and disposed of off-site at least once per week. The location of the Contractor's off-site disposal area and a plan for safe disposal of material shall be submitted for approval. The Government's trash cans, dump boxes, and other containers shall not be used. Liquid waste shall not be disposed of in powerhouse drains. All costs of removing debris shall be incidental to the work, and no separate payment will be made.
1.21 SITE INVESTIGATIONS AND CONDITIONS AFFECTING THE WORK
Take all steps necessary to ascertain the nature and location of the work, and investigate the general and local conditions which can affect the work or its cost including, but not limited to, the following. Any failure of the Contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from responsibility for estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expenses to the Government. The Government assumes no responsibility for any conclusions or interpretations made by the Contractor based on the information made available by the Government. Nor does the Government assume responsibility for any understanding reached or representation made concerning conditions which can affect the work by any of its officers or agents before the execution of this contract, unless the understanding or representation is expressly stated in this contract.

MEASUREMENT AND PAYMENT
PART 1 GENERAL
1.1 GENERAL INFORMATION
Payment items for the work of this Contract for which payments will be made are listed in the bid schedule and described below. The Contract price for each item shall constitute full compensation for furnishing all plant, labor, materials, appurtenances, and incidentals and performing all operations necessary to construct and complete the items in accordance with these specifications and the applicable drawings, including surveying performed by the Contractor. The Contractor shall be responsible for transporting and disposal of all construction waste off-site.
All costs for items of work, which are not specifically mentioned to be included in a particular payment item, shall be included in the listed job item most closely associated with the work involved. Work paid for under one item will not be paid for under any other item. No separate payment will be made for the work, services, or operations required by the Contractor, as specified in DIVISION 1, GENERAL REQUIREMENTS, to complete the project in accordance with these specifications; all costs thereof shall be considered as incidental to the work. No payment will be made for repair of damage resulting from Contractor operations.
1.2 MEASUREMENT GUIDELINES
1.2.1 Job Items
Items measured as a "job" will be measured for payment as a complete job in the locations indicated. Unless the payment item paragraph makes a specific exception of any item, incidental items will not be measured under any other item even though there is another listing for the work or material.
1.3 BASE ITEMS
1.3.1 Item No. 0001 Mobilization and Demobilization
1.3.1.1 Payment
Payment for Mobilization and Demobilization will be made in accordance with Contracting Clause 252.236-7004, PAYMENT FOR MOBILIZATION AND DEMOBILIZATION, with payment for Mobilization being 60 percent of Line Item No. 0001, and payment for Demobilization being 40 percent of Line Item No. 0001. This bid item includes all costs incurred immediately prior to arriving on site (mobilization), and after departing the work site (demobilization). These costs include, but are not limited to, all preparatory work at the Contractor's shop/office, labor costs associated with travel to and from the work site, craftsperson certifications, material test reports, non-destructive test reports, and vehicle/transportation costs. Mobilization will be considered complete when the Contractor is ready to commence work. Site demobilization will be considered complete when the Contractor has removed all construction equipment, cleaned the area, and restored the work area to "as-found" pre-contract conditions, unless otherwise approved.

Payment for all work associated with site preparation for the new debris boom including all fence removal and replacment, area clean up, debris/weed removal, preparation of the existing south shore anchor for re-use, cleaning of components in south shore anchor area, anchor release hook, and associated attachments at locations being reused will be made under CLIN 0003 as a JOB. Price and payment constitutes full compensation for the furnishing of all material, labor and equipment to upgrade the south shore anchor site.

1.3.4.1 Payment

Price and payment constitutes full compensation for the furnishing of all material, labor and equipment to add a north shore anchor meeting specified minimum pullout strength requirements and foundation including drilling.

1.4 PROGRESS PAYMENT INVOICE
Requests for payment shall be submitted in accordance with Federal Acquisition Regulations (FAR) Subpart 32.9, entitled "PROMPT PAYMENT", and Paragraphs 52.232-5 and 52.232-27, entitled "Payments Under Fixed-Price Construction Contracts", and "Prompt Payment for Construction Contracts", respectively. In addition each request shall be submitted in the number of copies and to the designated billing office as shown in the Contract.
When submitting payment requests, complete Blocks 1 through 12 of the "PROGRESS PAYMENT INVOICE" Form as directed by the Contracting Officer.
The completed form shall then become the cover document to which all other support data shall be attached.
One additional copy of the entire request for payment, to include the "PROGRESS PAYMENT INVOICE" cover document, shall be forwarded to a separate address as designated by the Contracting Officer.
Submit with each pay request, a list of subcontractors that have worked during that pay period. The listing shall be broken down into weeks, identifying each subcontractor that has worked during a particular week, and indicate the total number of employees that have worked on site for each subcontractor for each week. The prime Contractor shall also indicate the total number of employees for its on-site staff for each week.
1.5 COMPLIANCE WITH CONSTRUCTION WAGE RATE REQUIREMENTS
1.5.1 Contractor POC
Within 14 days after award of the Contract, designate a point of contact (POC) within their organization who will be responsible for the Construction Wage Rate Requirements Labor Program for the Contractor and all subcontractors under this contract as required by the Contract Clauses and FAR 52.222.
1.5.2 Responsibilities
The designated Contractor POC shall be responsible for Construction Wage Rate Requirements Labor Program activities including, but not limited to:
a. Documentation and record keeping;

b. Submittal and accuracy of certified payrolls;
c. Submittal of required labor forms including requests for additional classifications and rates, Statements and Acknowledgement, etc.;
d. Posting of the wage determination, approved additional classifications and rates, labor and EEO posters;
e. Coordination with the Contracting Officer's Labor Program POC.
Prior to submittal to the Government, payrolls shall be reviewed for compliance to all applicable labor standards, to include, but not be limited to the following items: correct wage rates, correct overtime classification and pay, misclassification of workers for work actually performed, apprentice to journeyman ratios, and registration of apprentice. Corrective actions shall be taken as necessary to ensure Contractor compliance with applicable contract and FAR clauses.
1.5.3 Certification
The Contractor POC shall provide a signed certification stating the following: "I certify that the submitted items being forwarded have been reviewed in detail and are correct and in strict conformance with the Labor Standards of the contract except as otherwise stated."
1.6 PROPOSED PROJECT MODIFICATIONS
Price proposals for contract modifications shall be submitted in accordance with the requirements of the Contract Clause MODIFICATION PROPOSALS - PRICE BREAKDOWNS. If change order work impacts or delays other unchanged contract work, the costs of such impacts or delays shall be included in the proposals and separately identified. The current threshold for requiring cost or pricing data is $700,000 but is subject to change. (See FAR 15.403 (a) (1) iii.) Any modification proposal that exceeds the cost and pricing data threshold shall meet the requirements of FAR 15.403. (See instructions for Change Orders/Modification and Claims in Table 15-2 of FAR 15.408.)
1.7 ELECTRONIC SOFTWARE SYSTEM FOR SUBMITTING CERTIFIED LABOR PAYROLLS AND
RECORDS
The Contractor is required to use a commercially available software system to process and submit certified payrolls electronically to the Government.
The requirements for preparing, processing, and submitting certified labor payrolls are established by the requirements as stated in FAR 52.222-8 PAYROLLS AND BASIC RECORDS, and FAR 52.222-13 COMPLIANCE WITH CONSTRUCTION
WAGE RATE REQUIREMENTS AND RELATED REGULATIONS.
Provide all access, licenses, and other services required for the receipt, processing, certifying, and electronically transmitting payrolls to the Government, and storing weekly payroll and other data required to comply with Construction Wage Rate Requirements and related regulations. The payroll software system shall be capable of preserving submitted payroll documents and related records for a minimum of three years after contract completion. Provide system access to the Government for the duration of this construction contract. Government access shall include online review by the Government's contract administration office of all electronic payroll records of the Contractor.

The payroll processing software system shall also meet the following functional criteria. It shall:
a. Be compliant with appropriate Construction Wage Rate Requirement payroll provisions in applicable Federal Acquisition Regulations,
b. Be able to accommodate the required number of employees and subcontractors employed under the contract,
c. Be capable of producing an MS Excel compatible spreadsheet to be uploaded into the Quality Control System (QCS),
d. Provide demonstrated security of data storage, data entry, and data access rights,
e. Be able to produce Contractor certified electronic versions of weekly payroll data,
f. Be able to identify erroneous entries and track data/time of all versions of the Construction Wage Rate certified payrolls submitted to the Government over the life of the contract, and
g. Be capable of generating a durable record copy; that is, a CD or DVD of records in PDF format from the system database. This durable record copy shall be provided to the Government during contract closeout.
All incurred costs related to the provision and use of an electronic payroll processing system shall be included in the price for the work under the contract. All costs for providing and using the electronic payroll processing system and services shall not be a separately billed or reimbursed item under the contract.

PART 1 GENERAL
1.1 COLVILLE TRIBAL ORDINANCES
a. Pursuant to the PERMITS AND RESPONSIBILITIES Clause (FAR 52.236-7) of the Contract Clauses, Government contractors are required to comply with all laws, codes, and regulations applicable to the performance of the work. Pursuant to the FEDERAL, STATE, AND LOCAL TAXES Clause (FAR 52.229-3) of the Contract Clauses, the Contract price is to include all applicable taxes and duties. The Confederated Tribes of the Colville Reservation (Tribe) has promulgated a "TRIBAL EMPLOYMENT RIGHTS" Ordinance (Title 10 Employment and Contracting). The Government will not reimburse Contractors for additional costs as a result of application of the preference in employment and preference in subcontracting provisions of the Ordinance. Such costs, if applicable, should be reflected in the Contract price.

c. The Government has made a determination that the fee in "Title 10 Employment and Contracting" at 10-1-30 is not applicable to either the United States or its contractors. The fee set forth at 10-1-30 should therefore not be included in the contract proposal.

1.4 PROJECT PHOTOGRAPHS
1.4.1 General
Furnish digital photographs depicting construction as specified herein.
The photographs shall be in digital JPEG format, with a resolution of 1024 x 768 pixels or better, size limited to less than 300KB. Photos shall be taken for ten separate positions. Location of positions shall be coordinated with or may be selected by the Contracting Officer. The color, clarity, composition, and overall quality of the photos shall be suitable for use in briefings and/or to illustrate the construction in a news article. Photos shall be submitted in a Word document, with a caption under each photo showing the date taken, project location, contract title and number, and a brief description of what the photo depicts. The Word document shall be submitted on CD-ROM conforming to industry standards used in the United States
1.4.2 Project Photographs
Photographs of the construction progress shall be taken between the 1st and 15th of each month and delivered to the Contracting Officer. If a Progress Paymnet request is submitted for that month, the progress photographs shall accompany that request. The photographs shall show, in as much as practicable, work accomplished during the previous month.
1.4.3 Completion Photographs
Photographs of completed work shall be taken and delivered to the Contracting Officer not later than 15 days prior to project completion.
Photographs shall show the completed work and shall include overall site photos as well as photos of major features.
1.5 MINIMUM INSURANCE REQUIREMENTS
Provide the minimum insurance coverage required by FAR 28.307-2 LIABILITY, during the entire period of performance under this contract.
Provide other insurance coverage as required by law.
1.6 REQUIRED INSURANCE IN ACCORDANCE WITH FAR 28.307-2
a. Workers' compensation and employer's liability: Contractors are required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when Contract operations are so commingled with a Contractor's commercial operation that
SECTION 01 30 00 Page 3 it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 shall be required, except in states with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers.
b. General Liability:
1. The Contracting Officer shall require bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence.
2. Property damage liability insurance shall be required only in special circumstances as determined by the agency.
