About this file

Summary

This is a pricing spreadsheet and scope of work for a Request for Competitive Bids and Proposals for Internal Connections submitted by Liberty County School System in Georgia. The RFP solicits network equipment and installation services, with a mandatory walkthrough scheduled for February 24, 2026, at 3:00 PM at Liberty Elementary in Midway, Georgia. The bid submission deadline is March 10, 2026, at 2:00 PM EST, with all questions due by March 2, 2026, at 12:00 PM ET. The installation period is scheduled from July 6, 2026, through July 24, 2026. The project includes procurement of Cisco Meraki switching equipment, UPS units, power supplies, and associated networking components, with estimated quantities including two C9300X-12Y switches, 28 C9300L-48P-4X switches, 156 MS225-48FP switches, 9 MS225-24P switches, 78 UPS units, and various cables and transceivers. The district reserves the right to adjust quantities and timeframes as needed.

Vendors must provide complete pricing including installation, configuration, labor, shipping, taxes, and all other fees to be considered for E-Rate funding. The vendor is responsible for on-site network engineering support, equipment installation and configuration, migration of existing configurations, removal and proper disposition of replaced equipment, daily progress reporting, and troubleshooting of any damaged infrastructure during installation. The scope requires after-hours and weekend installation unless pre-arranged with the district, with only one switch stack permitted offline at a time. All pricing formulas and calculations are the vendor's responsibility to verify and confirm. The RFP specifies that functionally equivalent products are acceptable if they are interoperable and compatible with the existing Meraki network infrastructure. The district will apply the Lowest Corresponding Price (LCP) standard in accordance with FCC E-Rate regulations to ensure competitive pricing.

Directions

LIBERTY COUNTY SCHOOL SYSTEM

DIRECTIONS FOR THE PRICING SPREADSHEET:

Please fill in the following spreadsheets with Description of Products, Part Numbers (if applicable), Quantity, and Price for the items proposed by your company.

Additional line items or parts may be added if needed to reflect a complete proposal.

Formulas included in the spreadsheet are for convenience only - each bidder is required to confirm that the pricing and formulas are correct.

Please include this pricing workbook in a digital format with the RFP response.

LOWEST CORRESPONDING PRICE (LCP):

Lowest corresponding price is defined as the lowest price that a service provider charges to nonresidential customers who are similarly situated to a particular applicant (school, library, or consortium) for similar services. See 47 C.F.R. § 54.500.

Service providers cannot charge applicants a price above the LCP for E-rate Program services. See 47 C.F.R. § 54.511(b).

This ensures that: 1) service providers do not charge applicants more than they would charge their other customers for the same services. See First Report and Order, 12 FCC Rcd 8776, 9031-32, para. 484; and 2) any lack of experience in negotiating in a service market does not prevent applicants from receiving competitive prices. See First Report and Order, 12 FCC Rcd 8776, 9031, para. 484.

A service provider – regardless of the size of the company or the category of service provided – must ensure that the LCP is provided to applicants. The applicant is not obligated to ask for it, but must receive it. See 1996 Universal Service Order, 12 FCC Rcd 87, 383, para. 540.
