About this file

This is a milk procurement bid specification sheet for the Federal Bureau of Prisons, Federal Correctional Institution (FCI) Yazoo City, Mississippi, for the fourth quarter of Fiscal Year 2026. The solicitation, referenced as RFQP03152600005, seeks delivery of pasteurized whole milk in compliance with 21 CFR 131.110 standards. The required product is whole milk with no flavor, packaged in 236.6 ml (8 fl oz) aseptic packages or plastic bottles, in conventional agricultural practice. The institution requires 550,000 individual units (pint containers) with terms of FOB Destination and weekly scheduled deliveries.

The contract is a firm-fixed price acquisition open to all responsible vendors, with past performance weighted approximately equal to price in the evaluation process. Vendors must submit bids using the provided Excel spreadsheet with no alterations to line items, and all completed spreadsheets must be emailed to c3tate@bop.gov with solicitation number RFQP03152600005 in the subject line. Shipping costs must be included in all pricing. All vendors must be registered in SAM.gov with current representations and certifications at the time of quotation. The Government reserves the right to award to the vendor offering the most advantageous terms and specifically notes that poor past performance, failure to meet delivery schedules, or failure to comply with specifications may result in quotes being deemed non-responsible.
