About this file
This file is a FY2026 Distance Learning and Telemedicine (DLT) Grants sample worksheets file in Excel format (.xlsm) designed to assist applicants in preparing budget and financial documentation for their grant applications. The worksheets serve as templates to help applicants organize and calculate project costs, match contributions, and other financial data required by the USDA Rural Utilities Service for the DLT Grant Program. These sample worksheets are intended to guide applicants through the financial planning process in compliance with the FY 2026 DLT Grant Program Application Guide requirements. The file supports applications for grants ranging from $50,000 to $1,000,000, with a deadline of March 6, 2025, and approximately $40 million in total funding available. Applicants must provide a minimum 15 percent matching contribution and will be evaluated based on rurality, economic need, service need and benefits, and special considerations such as serving distressed or tribal communities. The program, authorized under 7 U.S.C. 950aaa and regulated by 7 CFR Part 1734, funds telecommunications-enabled equipment and infrastructure to extend distance learning and telemedicine services to rural areas with populations under 20,000. Eligible applicants include small businesses, higher education institutions, county and local governments, independent school districts, nonprofit organizations, tribal governments, and state governments that are not RUS electric or telecommunications borrowers and are not delinquent on federal debt.

Hub Site: A hub site is a facility that is part of a network or telecommunications system that provides educational or medical services to end-user sites. A pure hub receives no end-user benefits. The site is usually a connection management point or is exclusively an educational or medical source of distance learning or telemedicine. Hub sites located in non-rural areas are not eligible for grant assistance unless they are necessary to provide DLT services to rural residents at end-user sites.
End-User Site: An end-user site is a facility that is part of a network or telecommunications system that is utilized by end-users. For a site to be included as an end-user site for scoring purposes, the applicant must demonstrate equipment purchased will be installed or placed at the site.
Hub/End-User Site: performs both functions; the site is the connection management point and also directly serves end-users.
Delete Row See Application Guide Section B and Appendix A for additional information.
Hub (proxy) serving non-fixed End-user: This site is the hub site that is providing service or content to a non-fixed end-user or mobile facility. This site designation should only be selected if the project is a Non-fixed or Hy-brid project.
