Packaging/Releasing of Classified Requests for Proposals

A. Ensure Classified Documents are Marked Correctly and Include Classified Cover Sheets

1. Overall Classification Markings Top/Bottom of First Page and Back of Last Page
2. Add Classification Authority Block at the Bottom Left of First Page
Classified By: Classifier’s Name, Position, Office Symbol
Derived From: Source, Subject/Title, Date
Declassify On: Use Source Declassification Instruction
3. Header/Footer Markings Top/Bottom of Each Page
4. Portion Mark Titles, Table of Contents, Section/Paragraph Titles, Paragraphs, Bullets, Graphics,

Charts, etc.

5. If Derived from “Multiple Sources”, Provide a Source Listing and use the Source Date that Provides the Longest Period of Protection or Instruction that is the Most Restrictive (i.e. 50X1- HUM) in the “Declassify On:” Line in the Classification Authority Block

6. Use the appropriate Standard Form Cover Sheet (SF 703 – TOP SECRET, SF 704 – SECRET, SF 705 – CONFIDENTIAL)

B. Packaging Classified Documents

1. Enclose in Two Opaque, Sealed Envelopes, Wrappings or Containers
a. Inner-Envelope or Container
(A) Add Address of Cleared Contractor Facility with Appropriate SECRET FCL and

Safeguarding Capability, Return Address and Overall Classification Marking on

Front and Back of Envelope or Container. If a Container, Mark Sides.
(B) Seal/Tape Envelope or Container Openings and Sides
b. Outer-Envelope or Container
(A) Add Address of Cleared Contractor Facility with Appropriate SECRET FCL and

Safeguarding Capability and Return Address (Do NOT Address to an Individual; Office Code or “Attn to:___________” May be Used)

(B) Do NOT Place Classification or any other Unusual Markings on the Outer Envelope or Container

(C) Seal/Tape Envelope or Container Openings and Sides

C. Disseminating Classified Documents

1. Use Appropriate Classified Network (SIPRNet for CONFIDENTIAL/SECRET)
2. Mailing CONFIDENTIAL/SECRET Documents - U.S. Postal Service Registered or Express Mail

3. Hand-Couriered by Contractor

a. Contractor will Submit a Visit Request to HQ USSOCOM Personnel Security (813-826- 2556/6774, FAX 813-826-6905) via JPAS SMO Code MA3DF8X94

b. Contractor must be Badged Prior to Transfer of Classified to Verify Clearance
c. Transfer of Classified must Occur within USSOCOM Facilities
d. Contractor is Responsible for Courier Authorization Documentation
