About this file

This document is a question and answer set related to a Request for Proposal (RFP) from the state of Massachusetts for a National Preparedness Month media buy. The RFP seeks media placement options, including TV and digital, to develop statewide media buys aimed at changing resident behavior related to public health and other emergency preparedness topics. The RFP does not specify a focus on any particular type of emergency preparedness, and evaluation will be based on the vendor's experience in developing statewide media buys for behavior change, with additional consideration given to emergency preparedness experience.

The RFP does not allow for radio placements, and the collateral to be used will be similar to what is included in the RFP attachments, not the national campaign website. The contract term and any renewal options are not specified.

Questions

1. Are TV &/or Radio placements to be considered as an option? It is not included in the RFP.

2. Is the collateral we will be placing be similar to that which is found on the national campaign website here?

3. Is there a specific type of emergency preparedness we should focus on researching demographics for placement? The RFP specifies “public health and other emergencies” are there examples of other pertinent emergencies we will be focusing on for Massachusetts?

4. The RFP states a need to “describe experience developing strategic statewide media buys on Emergency Preparedness” however under the Evaluation Criteria it specifies evaluation will be based on experience developing statewide media buys aimed at changing resident behavior. Should our examples lean more towards emergency preparedness or changing resident behaviors?

Answers

1. We do not have radio spots. Both TV and digital placements may be considered an option for the media buy.

2. No. Examples of collateral were included as attachments to the posted RFQ.

3. No, there is not a specific type of emergency preparedness for the focus of this campaign – public health and other emergencies are the focus.

4. Evaluation will be based upon experience developing statewide media buys aimed at behavior change. Additional consideration will be given to those vendors with experience in media buys related to the topic of emergency preparedness which is a more specifically targeted behavior change.
