About this file

This document is a Seller Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes on a micro purchase for rulers in Pennsylvania. The procurement will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award consideration. The document does not specify project quantities, response dates, due dates, site visits, bidder conferences, award dates, or contract terms and renewal options.

The checklist outlines required submission procedures including selection of seller role in the system, completion of general information tabs, entry of unit costs for each item, answering of mandatory questions, acceptance of terms and conditions, submission of a Consent & Authorization form, optional submission of an LGBTQ Applicant Opportunity Data Form, and final quote review and submission through the PHLContracts portal. Vendors must complete all validation steps and address any red warning messages before submitting. The document does not address pricing terms, set-asides, incumbents, funding sources, or contract amounts.
