About this file
This is a seller checklist for small purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides guidance for vendors submitting quotes for a micro purchase opportunity titled "Privacy- Rug" in Pennsylvania. The document outlines a step-by-step process for completing and submitting bids, with the micro purchase to be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award consideration. No specific response dates, delivery dates, site visits, or bidder conferences are mentioned in the checklist itself, though vendors are instructed not to deliver or provide services until notified by the department.
The checklist establishes procedural requirements for quote submission rather than pricing or contractual terms. Vendors must confirm their seller role in the system, declare Local Business Entity (LBE) certification status, enter unit costs for each line item, answer mandatory questions, and accept terms and conditions. All sellers are required to maintain an executed Consent & Authorization form in their vendor profile; quotes will not be considered without this documentation on file. Optional submissions include the LGBTQ Applicant Opportunity Data Form. The document emphasizes completing all tabs, addressing validation warnings, and reviewing quotes before final submission through the PHLContracts.phila.gov portal.
