About this file
This document is a seller checklist for small purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes for a micro purchase of electrical wires. The procurement will be awarded as a whole or by line item, whichever serves the City's best interests, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award consideration. Vendors are instructed not to deliver products or provide services until receiving official notification from the department.
The checklist outlines 13 sequential steps vendors must complete to submit a valid quote, including verifying seller role status, answering the Local Business Entity (LBE) certification question, entering unit costs for each listed item, responding to all mandatory questions, downloading and accepting terms and conditions, and submitting required attachments. Critical requirements include providing an executed Consent & Authorization form in the vendor profile and completing any bid-specific attachments. Vendors have the option to submit an LGBTQ Applicant Opportunity Data Form. The submission process requires validation on each tab, with red warning messages appearing until all mandatory fields are completed. Quotes must be submitted through www.PHLContracts.phila.gov, and vendors should review their complete submissions on the Summary Tab before final submission to ensure all validation warnings are resolved.
