About this file

This is a Seller Checklist for Small Purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step instructions for vendors submitting quotes on a small purchase opportunity for Accent Opaque/Cougar products in Pennsylvania. The opportunity will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive bidder. Sellers must quote all items listed to be considered eligible for award.

The checklist outlines twelve critical steps for quote submission, including: confirming seller role status, selecting Local Business Entity (LBE) certification status (noting that the LBE Program does not apply to small purchases), entering unit costs for each item, answering all mandatory questions, downloading and reviewing terms and conditions, completing required attachments, and submitting the final quote through the PHLContracts portal. All vendors must have an executed Consent & Authorization form on file; quotes will not be considered without this documentation. Vendors are encouraged to submit the optional LGBTQ Applicant Opportunity Data Form and may attach additional documents related to their quote. Validation warnings must be resolved prior to submission, and all tabs must include "Save & Continue" actions to ensure proper processing.
