Part 1 SCOPE OF WORK
1.1 GENERAL
The scope of work is for seasonal landscaping of grounds (~1.8 acres) at the First
Coast Guard District Representational Facility in Beverly, MA.
1.1 EXCLUSIONS
The Government reserves the right to perform all grounds maintenance services not stipulated or described herein by separate contract or with Government employees.
1.3 TERM AND DURATION
Provide the labor, service, materials and equipment necessary in performance of the contract for the period starting 01 April 2022 and ending 30 November 2022.
1.4 LOCATION
The work shall be located within the confines of the First Coast Guard District
Representational Facility in Beverly, MA. 1 Bayview Avenue, Beverly
Massachusetts
1.5 MANAGEMENT
The Contractor shall be responsible for the management of the total landscaping effort within the designated areas. This is to include the planning and programming of all services described herein, supervision and performance of those services, and compliance with all record and reporting requirements.

The work described herein shall be performed between the hours of 08:00 AM and
4:00 PM local time Monday through Friday, excluding Government Holidays. Work outside of the specified hours must be approved by the Contracting Officer or his/her representative prior to start of work.
1.7 COORDINATION OF WORK
The work described herein is to be conducted at a family residence of the District
Commander and the Contractor shall coordinate all performances of work with the
Special Command Aide prior to commencing all servicing.
1.8 GOVERNMENT FURNISHED UTILITIES
The Government shall provide reasonable and finite amounts of potable water and electrical power necessary to complete work described herein.
1.9 CONTRACTORS QUALIFICATIONS
The contractor shall have a minimum of three years experience in the Grounds
Maintenance work or General Landscaping.
1.10 CERTIFICATE OF INSURANCE
A. INSURANCE – WORK ON A GOVERNMENT PROPERTY
a) The contractor shall, at his/her own expense, provide and maintain during the entire performance of this contract, at least the kinds of minimum amounts of insurance in section (2) below.
b) Before commencing work under this contract, the Contractor shall certify in writing that the required insurance has been obtained. If in the case of policy cancellation or material change the Governments interest shall not be effective: (1) for such a period as the laws of the State in which this contract is to be performed prescribe, or (2) until thirty days after the insurer or the
Contractor gives written notice, which period is longer.
c) The Contractor shall ensure in any subcontracts under this contract the subcontractors provide and maintain the insurance required under his contract and shall provide in writing that the required insurance has been obtained, making available to the Contracting Officer upon request.
B. REQUIREMENT FOR INSURANCE

General Liability $300,000. $25,000.
Automobile $20,000. $40,000. $5,000.
Liability $200,000. $500,000. $20,000.
Workers Compensation: as required by Federal and State Law.
All insurance policies shall provide for notice of cancellation and shall be given to the Contracting Officer not less than (30) days before the effective date.
PART 2 REQUIREMENTS
2.1 GENERAL
The Contractor shall provide all labor and equipment necessary to complete the described work in this contract.
2.2 STORAGE
The Contractor shall not store any materials or equipment on Government property.
If in the case of a machinery casualty, the Contractor must request and receive verbal approval from the Contracting Officer or his/her representative to store any item on Government property.
PART 3 EXECUTION
3.1 Contractor will mow and trim all designated areas.
Prior to mowing the Contractor shall remove all debris from the lawn areas. This shall include but not limited to fallen tree limbs and branches, rocks, etc.
Grass areas shall be maintained within a height range of 2”minimum up to 4” maximum.
Grass cutting shall be accomplished in a manner such that it is free from scalping, rutting, bruising and uneven or rough cutting and will promote proper growth and a neat appearance.
Trimming will include around all trees, poles, fences, signs. After grass cutting/trimming operations, all sidewalks, walkways, driveway, etc, shall be cleared of resulting debris.
The maximum amount of cuts will not exceed 28 cuts per contract.
3.2 Edging and Mulching.
Edge all designated bedding areas and apply Treflan 120 (weeds/herbicide application) prior to applying 2 to 3 inches of premium mix mulch consisting of
Hemlock and Pine bark combined. This will be done in the spring after spring clean up.
3.3 Application of lawn care products.
All applications will be done according to a seasonal schedule prepared by the contractor and submitted with bids.
Fertilizing - This will be accomplishing by:
One application of spring fertilizer with pre emerging crab grass control, One application of summer fertilizer with grub control.
All products used should stimulate the growth of the lawn while eliminating any and all lawn pests or disease according to professional lawn care industry standards.
3.4 Spring clean up
Overall clean up of the property of leaves, brush and debris. Edge and remove old mulch from existing beds. Clean lawn areas and mow & trim. Disposal is included.
3.5 Irrigation System
Open the system and adjust heads of coverage. The sprinkler system will be blown out at the end of the season and secured for winter.
3.6 Weeding
Weeding will be performed on designated areas (i.e. flower beds). The maximum amount of hours will not exceed 10 per contract.
PART 4 OCCUPATIONAL AND ENVIRONMENTAL COMPLIANCE
4.1 HANDLING AND DISPOSAL
The Contractor shall handle and dispose of materials and waste in accordance with applicable State and/or Federal Regulations.
The Contractor shall remove from the Government property all landscaping debris from this servicing and properly disposing of the same. At no time will the
Contractor dispose of any material in the wooded areas on Government property.
NOTE: CONTRACTOR SHALL PROVIDE SAFETY DATA SHEETS
(FORMERLY MATERIAL SAFETY DATA SHEETS) FOR ALL MATERIAL
APPLIED DURING THIS CONTRACT.
