The memorandum outlines four distinct delivery schedules to which vendors must adhere: Schedule #1 requires all items in a single shipment between October 1-15, 2026; Schedule #2 requires two equal shipments with the first delivery October 1-15, 2026 and the second November 2-16, 2026; Schedule #3 requires three equal shipments delivered October 1-15, December 1-15, and November 2-16, 2026 respectively; and Schedule #4 requires weekly deliveries split into 13 shipments with performance beginning October 5, 2026 and ending no later than December 29, 2026. Delivery hours are 7:30 a.m. to 2:30 p.m., Monday through Friday, with no deliveries on weekends or federal holidays (Columbus Day, Veterans Day, Thanksgiving, and Christmas).
The memorandum establishes strict compliance requirements, including penalties for non-adherence. All deliveries must be palletized and wrapped; non-frozen perishable foods must arrive at 34-40 degrees Fahrenheit, and frozen foods at 0 degrees Fahrenheit or below. Non-compliance with delivery schedules, specifications, or temperature requirements will be noted as performance issues and may result in rejection or re-award to the next successful bidder, with such issues considered in future award decisions. The institution reserves the right to adjust quantities with one week's notice. Conditional receipts are allowed for three days of examination and testing, after which unacceptable items must be picked up at vendor expense within two weeks. All invoices must be mailed or emailed; faxed invoices are not accepted. Vendors should direct questions to Angel Metcalf, Food Service Administrator, at ametcalf@bop.gov, or call the Food Service Warehouse at (352) 689-3055/3052/3165/3051/3056.
