PLANNING/CONSTRUCTION SERVICES

STATEMENT OF WORK

ADAL Services Storage (Building 17456)

1. GENERAL

1. The work covered by this Statement of Work (SOW) includes providing all plant, labor, equipment, and materials required to perform planning and construction of the tasks outlined below. The contractor shall be responsible for necessary travel and services required to perform the work.

2. The contract procedures and project objective provide only general direction of what is required and does not constitute a complete explanation of the work involved. The government is relying on the contractor’s expertise in providing planning and construction that meets the intent of the task. The contractor shall work closely with designated government representative to work out details.

3. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by Department of Defense, Headquarters Air Force, and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

4. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 31-101 and AFI 10-245), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

5. Contractor Manpower Reporting Application (CMRA):

a. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the National Guard Bureau (or your organization) via a secure data collection site.

b. The contractor shall completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs shall be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at http://www.ecmra.mil.

6. Work shall comply with local, state, and federal codes and applicable ANG Engineering Technical Letters (ETLs).

7. Materials incorporated into the work shall be new.

8. The contractor is responsible for all applicable permitting (e.g. dig permits).

9. Contractor shall provide shop drawings for all work. The Government will provide, upon request (if available), existing drawings. The Contractor shall treat these existing drawings as “For Official Use Only (FOUO)” and shall either destroy them or return them to the Government once finished. The Contractor shall examine all field conditions and take field measurements to verify all conditions prior to preparing their shop drawings.

2. CONTRACT PROCEDURES

1. This contract shall be awarded on a firm fixed price basis.

2. The government will perform a site visit to show the areas where work is to be completed and answer questions.

3. The contractor will be given access to all paper copies of as-built drawings, stored in Building 7252, pertaining to project areas.

4. The contractor shall clean up all construction debris and remove all unused materials.

5. The contractor shall walk the site with the government project manager for a final inspection to verify all tasks are complete and that objectives were achieved.

3. PROJECT OBJECTIVE

Base Bid Item

1. Building Envelope Addition: Contractor shall plan, provide, and construct a 12 foot by 50 foot pre-engineered, properly flashed and sealed, metal framed 4 inch thick insulated wall and 5 inch thick roof panel addition to the south face side of Building 17456 oriented as shown on attached drawing. This addition shall sit on top of a 6 inch thick slab on grade concrete floor and contractor will be responsible for having a structural engineer provide proper depth of compacted base course needed for slab and footers required to support and anchor the building. Design of addition will meet municipal wind, snow load, and seismic building codes and match materials and aesthetics of existing building. Addition will have four 2 foot by 4 foot impact resistant opening metal framed windows, one set of metal double doors with windows, and one single insulated exterior metal door with window installed as depicted in on attached drawing. Contractor will provide/install suspended L.E.D.

lights with switches near each set of new doors, provide adequate candle power for an administrative area, and shall be configured to later be able to be incorporated into an acoustical ceiling if option 2 is executed. Height of addition shall be adequate to be able to install suspended ceiling at a minimum height of 8 feet above finished floor as part of option described below. Contractor will provide/install two adequately sized gas fired suspended unit heaters capable of economically being able to maintain office temperature of 68 degrees and is tied into automated building

Contractor will install 120 volt outlet every six feet on all walls and conduits and associated boxes for communications system with actual wiring to be installed by third party at a later date. Contractor will install a simple A-Framed metal canopy and exterior photocell activated LED light over new exterior door to protect occupants from sliding snow/ice from the roof and provide light during hours of darkness. Contractor will need to remove existing ventilation system and associated ducting that currently protrudes from center of existing building south facing wall where new addition will be joined. Opening from removal of ducting will be insulated and covered with corrugated siding to match existing. Contractor will extend fire sprinkler and alarms systems from existing building into addition and install at height and configuration to accommodate future suspended ceiling.

Contractor will install one 4 foot by 4 foot concrete porch right outside new entrance and 3 foot wide standard depth and base course concrete sidewalk to connect porch to existing sidewalk on south side of addition as shown on attached drawing.

Optional Bid Items

2. Suspended Acoustic Ceiling: Contractor will provide/install acoustic drop ceiling, painted gypsum board walls, and commercial grade carpet tile throughout building addition.

3. Restroom: Contractor will provide/install a small 8 foot by 8 foot painted gypsum board enclosed restroom in northwest corner of existing building as shown on attached drawing with one functional toilet, sink, small cabinet under sink, and one mirror over the sink. There shall be adequate lighting and a fan with self-opening/closing louvered ventilation to the outside of building when in use.

Contractor will also need cut and repair road to make tie in to sanitary sewer connect to line that runs parallel to existing building north facing wall as is shown on attached drawing.

4. Epoxy Existing Floor: As follows:

a. Degrease and shot blast entire floors. Seal all cracks and joints with

Sherman Williams Armorseal Crack filler or an approved equal.

b. Apply one coat, 2.5 - 4.0 mils DFT, of Sherman Williams Armorseal

1000HS or an approved equal in color Deck Gray followed by a second coat of same product, 3.0 - 5.0 mils DFT, over entire floors.

c. Apply one coat, 7.5 mils DFT, of Sherman Williams Setfast Acrylic Traffic Marking Paint or approved equal in colors white for traffic marking, yellow for clear zones in front of electrical panels and safety showers, and red for further delineation as needed.

4. PERIOD OF PERFORMANCE (POP)

1. POP shall be 75 days from date notice to proceed is issued for base bid item.

2. POP shall be 45 days from date notice to proceed is issued for each optional bid item.
