About this file
Summary
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Fish and Wildlife Conservation Commission (FWC) for a scientific-grade complementary metal oxide semiconductor (CMOS) camera system compatible with the agency's existing Transmission Electron Microscope model JEM 1400. The requested equipment must meet specific technical requirements including a phosphor scintillator coupled macro lens with numerical aperture exceeding 0.3, phosphor pixels of at least 8.5 micrometers, minimum resolution of 5000 x 2900 pixels, 16-bit image acquisition with 30 frames per second capability, and compatibility with Windows 10 and Windows 11 operating systems. The camera must include comprehensive software for image acquisition and processing supporting auto-numbering, file generation, data embedding, and standard JPEG and TIFF format output, while also supporting SerialEM for tomography and particle analysis. The contract is for a three-year term, with the last day for receipt of vendor information set for May 8, 2026, at 4:00 PM ET. The requestor is identified as Stephanie Keller Abbe, Research Associate with the Fish and Wildlife Research Institute.
The estimated dollar amount for this single-source purchase is up to $150,000. Advanced Microscopy Techniques (AMT) is designated as the sole intended source, as it is identified as the only vendor capable of providing the NanoSprint15B camera system that meets all specified technical requirements and compatibility needs with the JEM 1400 microscope. The single-source justification is based on the unique technical specifications and AMT's status as the exclusive distributor of the required equipment. The purchase notice has been posted in accordance with Sections 120.57(3) and 287.057(3) of the Florida Statutes and will remain available for a minimum of 15 business days, allowing prospective vendors to submit information regarding their ability to supply the described commodities.

Minimum specifications for high-resolution imaging on our transmission electron microscope
(TEM) requires a scientific grade complementary metal oxide semiconductor (CMOS) camera that is fully compatible with our existing TEM model JEM 1400 and that includes all specifications needed to achieve the desired detection sensitivity for our applications, as follows: phosphor scintillator coupled by a finite conjugate macro lens that is optimized for the phosphor spectrum with a lens input numerical aperture exceeding 0.3; phosphor pixels at a minimum of 8.5 µm x 8.5 µm in physical size; lens modulation transfer function at the CMOS Nyquist frequency at a minimum of 50% across the entire field of view; minimum of 5000 pixels in the horizontal direction and a minimum of 2900 pixels in the vertical direction; and image acquisition at a minimum of 16-bits, with x2 and x4 binning supported for increased sensitivity with a maximum frame rate of 30 fps or more. Full functionality requires that the package must provide software for image acquisition and processing that includes all of the following: auto-numbering and file generation for efficient acquisition of case studies; data generation (automatically imbedded) such as magnification, kV and stage position; and image files with user generated graphics such as captions, text and measurement directly saved in standard JPEG or TIFF formats without the need for image format conversion. Moreover, all software and hardware should be compatible with the
Windows 10 and Windows 11 operating systems and be able, when necessary, to communicate with our JEM 1400’s control system via a dedicated Ethernet link used to control TEM functions.
The camera should also support SerialEM for tomography, montaging and single particle analysis critical to our electron microscopy applications.
Intended Single Source:
Advanced Microscopy Techniques
Estimated Dollar Amount:
Up to $150,000
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
Advanced Microscopy Techniques (AMT) is the only vendor that can provide a scientific grade complementary metal oxide semiconductor (CMOS) camera that is fully compatible with our existing transmission electron microscope (TEM) model JEM 1400 and that includes all specifications required to achieve the desired detection sensitivity for our applications. The
NanoSprint15B achieves high sensitivity, fine-pixel, low noise CMOS sensor that offers a large
15-megapixel sampling region with a high speed 30fps readout. AMT is the sole distributor of the
NanoSprint15B.
