About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Fish and Wildlife Conservation Commission (FWC). The agency is seeking to procure ADS Wearable Covert Video and Audio Equipment for FWC Statewide Investigations. The equipment includes digital camcorders or video cameras, microphones, and surveillance and detection equipment. The contract term is 1 year from the issuance of the original purchase order. The intended single source is Adaptive Digital Systems, Inc. (ADS), as they are the only manufacturer and distributor of the wearable covert surveillance equipment compatible with FWC's existing digital video recorder fleet. The estimated dollar amount for this single-source procurement is $100,000.

The justification for the single-source acquisition is that ADS's products are necessary for officer safety, as they cannot be found online by the general public and are easily hidden in clothing. FWC has determined that ADS's products are the only ones compatible with their Nano-Raven recorders, which are also manufactured and sold exclusively by ADS. Prospective vendors have until April 24, 2023, at 3:30 PM ET to provide information regarding their ability to supply the required commodities or services.
