About this file
Summary
This is a Request for Proposals (RFP) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for electronic measuring systems to support the Statewide At-Sea Observer Program. The RFP seeks integrated hardware and software solutions, including electronic measuring boards, tablets, and customizable software for collecting complex fisheries data in real-time aboard fishing vessels. The system must replace current manual pencil-and-paper data collection methods and enable observers to record live fish lengths, discard conditions, angler information, and comprehensive trip-level data across four nested data levels. Respondents must be registered with MyFloridaMarketPlace and SunBiz prior to bid submission. The deadline for submitting written questions is January 12, 2026 at 5:00 PM ET, with anticipated responses posted by January 15, 2026. Sealed proposals are due January 26, 2026 at 3:30 PM ET, with a public opening scheduled for the same date and time via teleconference. The evaluation period runs from February 2 through February 16, 2026, with an anticipated award date of February 23, 2026. The initial contract term is three years from purchase order issuance, with renewal options available on a yearly basis for up to five additional years at the Commission's discretion.
The estimated project budget is $90,000. Respondents must supply between 16 and 20 complete electronic measuring systems to be received by December 1, 2026, with specific quantities determined by unit cost and equipment compatibility. The cost sheet requires pricing for hardware kits, tablets with accessories, maximum shipping fees per unit, and annual software licenses for the initial three-year term plus five potential renewal years. Evaluation criteria include executive summary (30 points), respondent background and experience (5 points), project organization (5 points), project plan (45 points), implementation schedule (5 points), and cost (10 points), with a minimum score of 60 points required for consideration. Respondents must submit one original and one electronic copy on flash drive in sealed envelopes and include mandatory documentation including the Respondent Acknowledgment Form, references, list of subcontractors, cost sheet, and various compliance certifications. Awarded Respondents are instructed not to proceed until a Purchase Order, Formal Written Contract, Lease, Notice to Proceed, or some other form of written notice is given to the Contractor by the Commission.
A company or person who proceeds prior to receiving a Purchase Order, Formal Written Contract, Lease, Notice to Proceed, or some other form of written notice from the Commission does so without a contract and at their own risk.
Sealed responses, proposals, or replies received by an agency pursuant to a competitive solicitation are exempt from Section 119.07(1) and Section 24(a), Art. I of the State Constitution until such time as the agency provides notice of an intended decision or until thirty (30) days after opening the responses, proposals, or final replies, whichever is earlier.
CONTRACT
The successful Respondent’s response and the Purchase Order shall form the contract between the parties.
In the event there is any disagreement between the documents, the parties shall refer first to the Request for Proposal then to Contractor’s response. The Commission reserves the right to revise the Purchase Order as necessary to meet the requirements of this RFP.
SCOPE CHANGES AFTER CONTRACT EXECUTION
The Commission shall provide written notice to the successful Contractor thirty (30) days in advance of any Commission required changes to the technical specifications and/or scope of service that affect the
Request for Proposal – Revised 6.25.2025 FWC 25/26-25, Page 14 of 87 successful Contractor’s ability to provide the service as specified herein. Any changes that are other than purely administrative changes will require a change order.

SCOPE OF WORK
FWC 25/26-25
ELECTRONIC MEASURING SYSTEMS FOR STATEWIDE AT-SEA OBSERVER PROGRAM
1. PURPOSE
The purpose of this request is to solicit proposals from vendors of fisheries electronic measuring systems.
The Florida Fish and Wildlife Conservation Commission (FWC), For-Hire At-Sea Observer Survey is a long-running fisheries dependent program that collects specific, complex data on fishing catch and effort in the field. The goals of this program include capturing highly specific fishery data, recording all discards and discard conditions, and assessing the factors that influence fishing mortality. Data collected includes live-fish lengths, fish condition metrics, tagging information, angler fishing times, gear information, location information, and trip level data. Currently, data is collected manually using pencil and paper and wooden meter boards and then entered post-trip into a database. The entire data collection, review, and finalization process currently takes 6-12 months. Project managers have identified the need to convert to electronic measuring and data collection systems that can be used on-board fishing vessels to collect these data in real-time, saving time, reducing supply costs, reducing human error, and streamlining data collection to deliver across partners. Other Gulf States currently use electronic measuring systems to collect similar data successfully, serving as proof of concept. FWC is seeking an electronic measuring system that includes electronic measuring boards, all needed hardware such as a tablet and power source, and an accompanying software that can be used in the field to collect a highly specific, complex multi-level dataset through a customizable and easy-to-use interface.
The data-collected is included in the appendix below (Figures 1-5). The goals of the observer project include the following: 1. Collect fisheries-dependent information directly filling needed data gaps unable to be measured by other surveys including discarded fish lengths, discarded fish conditions (including barotrauma, hook injury, and swim condition), fisher gear information, angler behavior, time fished, and specific location; 2. Model post-release mortality utilizing conventional dart tags in tandem with discarded fish conditions; and 3. Analyze fisheries trends over large spatial and temporal scales that spans all of the Florida coasts and several other states, as well as over a decade of continuous sampling. It is imperative to preserve the current methodologies of the project which are considered minimally biased. This includes non-invasive observing techniques that minimize handling time of fish and record data efficiently and logically.

2. DEFINITIONS
1. Electronic Measuring Systems: integrated electronic equipment that includes hardware and software components that can collect and store a variety of fisheries data, including but not limited to live fish lengths.
2. Discards: Live fish caught and released by the fishery
3. Fishing Mortality: Portion of fish removed by the fishery, either directly through harvesting and discarding dead fish, or indirectly from post-release mortality.
4. Flat Measurement: Length of a fish taken with the fish laid flat against the measuring board.
5. Levels: Refers to number of distinct nested data structures within a database. The at-sea observer dataset is collected at 4 distinct levels: Trip – data collected once for each trip; Station-data collected once for each location fished within a trip; Angler – data collected for each angler within each station; and Catch – data collected for each fish caught by a given angler (see Figure 3).
6. Nested: A data structure in which levels of data are collected within another level; i.e. a dataset within a dataset. All 4 levels of data for the at-sea observer dataset are nested.
7. Trip: A distinct sampling set defined by a fishing vessel leaving port, engaging in fishing, and returning to port. This is the outermost data level in the at-sea observer data set and defines a given combined data output.
8. Station: A distinct sampling location defined by boundaries of degree minute grid lines. Each trip can have one or more stations, each with distinct station level data.
9. Angler: A person fishing who may have one or more rigs and other dynamic data including fish time. Stations will have multiple anglers that are observed. Anglers may have multiple catches.
Angler data is entered in a table and entered continuously in a given station.
10. Catch: A fish that is captured. This is the innermost data level in the at-sea observer data set and defines each row in the combined data output. Each catch is associated with a given angler that caught it by the angler and rig number.
11. Table: A two dimensional data structure within one level of data that includes several data fields and at least one row of values. Both the angler level and catch level are recorded in tables (see Figure 4).
12. Combined Data: The full dataset that includes all 4 nested levels in one master table (see Figure 5).
13. Prepopulating fields: Data set to automatically transfer into a table. This could be from previous data levels, or data that rarely changes.
14. Sticky fields: A type of prepopulating field that holds a value throughout a table, unless specified to change.
15. Copy and Paste: A function allowing the easy transfer of same data to other determined fields.
16. Apply-all functions: A function allowing the user to select all fields at once in a given table and apply a value or command to them.
17. Conversions: Automatic data adjustments performed by the software such as unit changes or field names to code values.
18. Calculations: Predetermined mathematical functions embedded in the software such as time summation or mean functions.
19. Validations: Software functions that generate user warnings for incomplete or violations of preset rules for data entries. This will assist managers in reducing errors and omitted information in the field.
20. Stopwatch: A special function that records the combined sum of time in a field based on a series of start and stop times recorded.
21. Rig: A unique combination of fishing gears (including rig type, number of hooks, size of hooks, and hook type) a given angler may use.

22. Barotrauma: A gradient of severity of physical trauma a fish experiences by rapidly ascending the water column when being caught due to rapid release of pressure and expansion of internal gases.
23. Hook Injury: Physical damage caused to a fish as a result of hooking location.
24. Swim Condition: Evaluation parameter of a fish’s ability to recover and descend after being caught.
25. Barotrauma Mitigation: The use of tools to either release internal pressure by puncturing the fish (venting) or bring the fish back down to depth manually using a weighted device (recompression).
26. Predation: Catch is taken before catching or after release by a predator such as a shark or dolphin.
3. DESCRIPTION OF PRODUCT
Electronic measuring systems shall be considered which include all of the following components: 1) electronic measuring board that utilizes a magnet or comparable feature that can instantaneously capture length of a live fish, along with needed hardware for operation such as rechargeable batteries and Bluetooth components; 2) durable tablet that can be used in all weather conditions and exposed to saltwater in typical offshore vessel conditions; and 3) customizable and/or tailored software that performs as a user interface for recording and submitting fish lengths and an assortment of other fisheries metrics collected at-sea. The following sections will describe requirements and preferred features of all 3 components and other vendor services including software maintenance and development. Applicants should ensure their products and services can meet all requirements and tasks. Products with preferred features may be scored higher.
4. ELECTRONIC MEASURING BOARDS
4.1. Requirements:
4.1.1. Capable of operations in extreme environments including air temperature ranges between 32F to 120F, all humidity conditions, direct exposure to saltwater, rain, and fish slime, direct intense and long-term ultra-violet radiation exposure, and on a moving vessel that will pitch and bounce.
4.1.2. Instantaneous fish measuring (less than 1 second) using a magnet, stylus, or comparable feature for taking flat measurements of fish. Quick measuring and working up live fish prior to release is imperative to limiting bias and preventing artificial mortality.
4.1.3. Calibration feature for adjusting measurements to ensure accuracy.
4.1.4. Proven durability sufficient for measuring thousands of large live saltwater fishes up to 1 meter long or up to 50lbs. Saltwater fish typically have serrated gill plates, sharp spines, sharp or abrading teeth, and rough scales. They are capable of harsh impact damage when flailing.
Saltwater and fish slime are also very corrosive.
4.1.5. Drop and impact damage resistant for inevitable percussive damage that will occur on fishing vessels.
4.1.6. Printed or engraved metric markings, which can be…
