About this file

This document is a Questions and Answers response issued by the Florida Department of Management Services for ITB-REDM-12122025, a roof replacement project at the Florida Fish and Wildlife Conservation Commission's South Region Headquarters. The project encompasses comprehensive roofing work across three buildings, including replacement of roofing systems, soffit, plywood deck, aluminum gutters and downspouts, sheet metal flashing, trim, and lightning protection systems using 24-gauge Berridge Double Lock Zee Lock panels. The mandatory pre-bid site visit was scheduled for December 19, 2025, at 1:00 PM ET, with questions due by December 23, 2025. Sealed bids are due January 5, 2026, at 2:00 PM, with public bid opening on January 6, 2026, at 2:00 PM ET. The project requires substantial completion in 60 days per building for a total of 180 calendar days plus 30 additional days for final completion. Key clarifications provided in the Q&A address sensor replacement specifications, superintendent tri-hatting approval, equipment access restrictions limited to the front of Building A and back service road of Building C only, working hours from 6:00 AM to 5:00 PM, no manufacturer substitutions for the single-ply membrane roofing system, surface-mounted rather than concealed electrical conductors, and modified grounding requirements per Addendum #1.

The estimated construction cost is $800,000, with bids required to include a base bid for Building C and five alternates covering additional buildings and electrical work. Bidders must submit a bid bond of at least five percent of the bid amount, with performance and labor/material payment bonds required for contracts exceeding $100,000. Qualified licensed general or roofing contractors must comply with Florida Statutes Chapters 399, 455, 489, and 633 and submit prequalification data. The project sits on wetlands, imposing restrictions on equipment access and placement. Existing damage from roof leaks is present at the site. The winning contractor must establish a local office within 300 road miles of the project site and provide on-site field supervision for contracts exceeding $500,000. The roofing contractor must obtain a roofing permit and ensure a 40-year manufacturer warranty and 5-year roofer warranty. No extension of the bid due date is available, and no specific set-asides for disadvantaged enterprises are mentioned.

13. Is there existing damage from leaks on the roofs to be replaced? Yes

14.

Please provide elevations showing the raised roof sections. There is not a clear view of this in the plans and no access was given to view these areas at the site visit.

No elevations will be provided.

15.

The specifications reference concealed conductors;

however, full concealment within wall cavities would not be feasible without significant demolition down to the structural framing, which does not appear to be included in the project scope.

Please confirm whether surface-mounted down conductors installed in rigid conduit on the exterior of the building are acceptable where concealment is not feasible.

Yes, all conductors will be surface mounted.

16.

The specifications reference a ground ring installation.

During prior discussions, it was noted that a ground ring may not be feasible due to the site conditions, including wetlands. Please confirm whether the ground ring requirement has been eliminated or modified.

Additionally, please advise whether existing sidewalks, parking areas, landscaping, or other hardscape elements are expected to be removed or restored as part of the grounding scope, or if alternative grounding methods are acceptable.

See Addendum #1.

17. Is there a possibility of extending the due date? No.
