About this file

This document is a Questions and Answers publication issued by the Florida Department of Management Services for the Florida Fish and Wildlife Conservation Commission's roof replacement project (ITB-REDM-12122025). The procurement solicits bids for a comprehensive roof replacement at the South Region Headquarters, including metal roof panel installation, soffit and plywood deck replacement, aluminum gutters and downspouts, sheet metal flashing, and lightning protection systems across three buildings. A mandatory pre-bid site visit occurred on December 19, 2025, at 1:00 PM ET, with questions required by December 23, 2025. Sealed bids are due January 5, 2026, at 2:00 PM, with bid opening scheduled for January 6, 2026, at 2:00 PM. The project requires substantial completion within 60 days per building, totaling 180 calendar days plus an additional 30 days for final completion. Key operational requirements include working hours from 6:00 AM to 5:00 PM, access restrictions limited to the front of Building A and back service road of Building C due to wetland conditions, and no equipment allowance in other areas.

The estimated construction cost is $800,000, with bids required to conform strictly to specifications and drawings with no manufacturer substitutions permitted. A general contractor license is required, and the bidder will be responsible for all trades. Bidders must provide a bid bond of at least five percent of the bid amount, with performance and labor/material payment bonds required. The project sits on wetlands, necessitating surface-mounted conductors in rigid conduit rather than concealed installation. Addendum #1 addresses modifications to grounding requirements due to site conditions. All bids must include a base bid for Building C with five alternates covering additional buildings and electrical work. The contract will be awarded to the qualified, responsive low bidder in accordance with Florida Administrative Rule 60D-5.

13. Is there existing damage from leaks on the roofs to be replaced? Yes

Please provide elevations showing the raised roof sections. There is not a clear view of this in the plans and no access was given to view these areas at the site visit.

No elevations will be provided.

15.

The specifications reference concealed conductors;

however, full concealment within wall cavities would not be feasible without significant demolition down to the structural framing, which does not appear to be included in the project scope.

Please confirm whether surface-mounted down conductors installed in rigid conduit on the exterior of the building are acceptable where concealment is not feasible.

Yes, all conductors will be surface mounted.

16.

The specifications reference a ground ring installation.

During prior discussions, it was noted that a ground ring may not be feasible due to the site conditions, including wetlands. Please confirm whether the ground ring requirement has been eliminated or modified.

Additionally, please advise whether existing sidewalks, parking areas, landscaping, or other hardscape elements are expected to be removed or restored as part of the grounding scope, or if alternative grounding methods are acceptable.

See Addendum #1.

17. Is there a possibility of extending the due date? No.
