About this file
This is a Questions & Answers Addendum issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Solicitation No. FWC 25/26-94, "Fund Management for Panther Payment for Ecosystem Services Program." The addendum, issued on March 31, 2026, clarifies requirements for fund management services to be provided to Leon County and 17 counties within the Panther Focus Area and Expansion Area. The contractor will establish and maintain a financial account, disburse payments to eligible private landowners via certified check or ACH transfer within 10 business days of Memorandum of Understanding execution, and provide monthly disbursement reports. All bid responses must be received by 3:00 PM ET on Wednesday, April 8, 2026, with the public opening and anticipated award scheduled for the same date. The initial contract term is one year, with an option for annual renewal at the FWC's sole discretion based on satisfactory performance and fund availability.
The addendum addresses two key questions from prospective bidders. First, the FWC clarified that alternative payment methods such as reloadable prepaid cards with limited cash withdrawal capabilities are not acceptable; landowners must have full access to their payments at one time. Second, the FWC confirmed that its projected budget of $960,000 is inclusive of all funds to be disbursed under the contract, including both landowner payments and contractor overhead fees. The contractor is permitted to charge no more than $0.10 per transaction as an overhead multiplier fee, with financial penalties of 10 percent reduction for each additional week beyond the 10-business-day disbursement requirement. Vendors must be registered in both the MyFloridaMarketPlace (MFMP) and SunBiz systems prior to bid opening, submit three verifiable references for similar projects, and are prohibited from subcontracting. All bids must be submitted in sealed physical form, as digital submissions will not be accepted.
