About this file

This is a Questions & Answers Addendum issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Solicitation No. FWC 25/26-94, "Fund Management for Panther Payment for Ecosystem Services Program." The addendum addresses inquiries from prospective bidders regarding fund management services for the Panther Payment for Ecosystem Services Program serving Leon County and 17 additional counties within the Panther Focus Area and Expansion Area. The contractor will be responsible for establishing and maintaining financial accounts, disbursing payments to eligible private landowners via certified check or ACH transfer within 10 business days of Memorandum of Understanding execution, and providing monthly disbursement reports. All responses must be received no later than 3:00 PM ET on Wednesday, April 8, 2026, with a public opening and anticipated award scheduled for the same date and April 13, 2026, respectively. The initial contract term is one year with an option for annual renewal at the FWC's sole discretion, contingent upon satisfactory performance and fund availability.

The addendum clarifies two key points relevant to bid preparation: alternative payment methods utilizing reloadable prepaid cards with cash access limitations are not acceptable, as landowners must have full access to their payments at one time, and the FWC's projected budget of $960,000 is inclusive of all funds to be disbursed under the contract, including contractor fees. The contractor must charge no more than $0.10 per transaction as an overhead multiplier and maintain compliance with municipal, state, and federal financial regulations. Bidders must be registered in the MyFloridaMarketPlace and Sunbiz systems prior to bid opening, submit three verifiable references for similar projects, and submit sealed physical bids, as digital submissions will not be accepted. Financial penalties apply for late disbursements, with FWC payments reduced by 10 percent of the agreed overhead multiplier for each additional week beyond the 10-business-day requirement.
