About this file
This is an Addendum 1 Q&A document issued by the Florida Fish and Wildlife Conservation Commission (FWC) in response to bidder inquiries regarding Solicitation No. FWC 26/27-09 for Miami-Dade Tegu Removal across 13 traplines on public lands in Miami-Dade County. The addendum addresses two critical questions submitted by prospective bidders and provides FWC's clarifications on contract requirements. All bid responses must be received by 4:00 PM ET on Friday, September 11, 2026, with award anticipated on September 16, 2026. The contract requires operating 429 live traps to capture Argentine black and white tegus, with daily monitoring, morphometric data collection, humane killing of captured tegus, and carcass disposal services. The fieldwork period runs February 1, 2027 through October 31, 2027, with the contractor required to maintain traplines for a minimum of 192 days and keep all 429 traps operational during active trapping days (Monday-Friday). The contract term is one year with an option to renew for one additional year under the same terms.
The addendum clarifies two key specifications: first, FWC will not accept current or previous FWC contract managers as professional references for the bid evaluation; second, bidders must use only the FWC-specified trap models (Havahart Model 1079, Tomahawk S90, or S70) and are prohibited from substituting proprietary alternative traps, regardless of claimed effectiveness or economic advantages. This requirement ensures standardized equipment across all 13 traplines and maintains consistency in FWC's monitoring and evaluation protocols. Bidders must provide monthly invoices and reports due five business days after each service period closes, including trap days, captures, morphometric data, and high-resolution photographs of all captures. All equipment, materials, permitting costs, and carcass disposal expenses are included in the bid price, with financial consequences applied for failure to meet minimum performance specifications.

FWC SOLICITATION ADDENDUM 2
BEGIN ADDENDUM
QUESTION #1
We have serviced several FWC Iguana and Tegu removal contracts, can we use the managers of those contracts as our references for our bid?
ANSWER #1
FWC will not serve as a reference for this solicitation.
QUESTION #2
Under section 3.1.1, subsection a. and b, would we be permitted, as a reptile live trap manufacturer, to utilize our own proprietary traps, as it is more effective for targeting reptiles, allowing for multi-capture opportunities, 24-hour operation, discouraging non-target captures, and more economical for the bid specification fulfillment?
All other specifications and requirements, including # of cages, preparation of cages, etc. would be met. Only the cage model would differ, in order to provide FWC with more effective and economal pieces of equipment.
ANSWER #2
No. Only the traps specified in Section 3.1.1.(b) shall be used.
