FWC 25/26-48 Private Recreational Discard Camera Monitoring - Addendum No. 2
This is an addendum issued by the Florida Fish and Wildlife Conservation Commission (FWC) for solicitation FWC 25/26-48, titled "Private Recreational Discard Camera Monitoring." The procurement seeks 20 electronic monitoring systems (EMS) equipped with dual high-resolution cameras (1080p/2MP at 30 fps), accompanying video review software, GPS tracking, and related accessories for documenting fishing trips and catch/discard data in the Tampa Bay region. Each unit must feature a minimum 120-degree horizontal field of view, DC battery power supporting 12 continuous hours of operation, local data encryption, and durability for 24 months at sea. The bid deadline is January 23, 2026, at 2:30 PM ET, with a public bid opening scheduled for the same date at 3:30 PM ET and an anticipated award date of January 28, 2026. Delivery of all complete units is required by April 30, 2026. The contract term extends for two years from purchase order issuance with potential extensions for force majeure circumstances.
Addendum No. 2 provides clarifications addressing vendor questions. The camera's minimum 120-degree field of view specification refers to the horizontal measurement rather than diagonal measurement. Additionally, only six battery chargers are required to support the entire project rather than individual chargers for each of the 20 units. Bidders must be NOAA-approved Electronic Monitoring Service Providers with an existing EMS permit and demonstrated marine fisheries monitoring experience; bids without a valid EMS permit will be deemed non-responsive. Vendors must be registered with MyFloridaMarketplace and SunBiz, provide minimum three project references, and submit comprehensive security documentation including information security policy, data protection policy, and SOC 2 Type II certification or equivalent. Subcontracting is prohibited, and payment is structured with partial payments processed upon unit receipt and confirmation, subject to 10 percent weekly deductions for late deliveries.
