About this file

This addendum to Solicitation No. FWC 25/26-48 issued by the Florida Fish and Wildlife Conservation Commission updates the calendar of events for the Private Recreational Discard Camera Monitoring procurement. The project seeks 20 electronic monitoring systems with video review software to document fishing trips and catch/discard data for reef species in the Tampa Bay region. Each system must include two high-resolution cameras (1080p/2MP at 30 fps), 120-degree field of view, DC battery power for 12 continuous hours, GPS tracking, local data encryption, and durability for 24 months at sea. The bid deadline is January 23, 2026, at 2:30 PM ET, with a public bid opening scheduled for the same date and time at 1875 Orange Avenue East, Tallahassee, Florida, or via teleconference. Responses to written questions are anticipated by January 16, 2026, with the deadline for submitting questions set for January 13, 2026, at 5:00 PM ET. The anticipated award date is January 28, 2026, and the contract term is two years from purchase order issuance with potential extensions for force majeure circumstances.

Bidders must be NOAA-approved Electronic Monitoring Service Providers with an existing EMS permit and marine fisheries monitoring experience; bids without an EMS permit will be deemed non-responsive. Vendors are required to be registered with MyFloridaMarketplace and SunBiz, provide a minimum of three references for similar projects, submit detailed technical descriptions, and include comprehensive security documentation such as SOC 2 Type II reports or ISO/IEC 27001 certification. The bid must include a price sheet with line items for unit assembly, labor, shipping, accessories, software platform, configuration, and technical support. Payment is structured as partial payments upon receipt and confirmation of EMS units, with 10 percent weekly deductions for late deliveries. Subcontracting is not permitted, and vendors must submit a copy of their NOAA or equivalent EMS permit with their bid.
