About this file

This is Addendum No. 1 to a solicitation issued by the Florida Fish and Wildlife Conservation Commission for the Lake Kissimmee Revegetation - Submerged Vegetation project. The addendum clarifies specifications regarding plant procurement and installation requirements for the restoration project. Bidders are required to supply nursery-grown eelgrass (Vallisneria neotropicalis) and Illinois pondweed (Potamogeton illinoinsis) in 4-inch biodegradable containers, with a minimum of four individual plants per pot. Plants must be potted and grown for at least two months prior to installation in water depths of 1 to 4 feet. The addendum confirms that 4-inch liners are the only acceptable growing method and specifies dimensions as 4 inches in diameter by a minimum of 3.5 inches deep for round pots, or 3.5 inches by 3.5 inches by a minimum of 3.5 inches deep for square pots. No alternative methods, such as "burritos" or other biodegradable growing techniques previously used by the FWC, are acceptable. The bid response deadline is 2:00 PM ET on Friday, January 30, 2026, with a public bid opening scheduled for the same date.

The addendum addresses eight questions submitted by potential bidders, providing clarification on potting material requirements, pot specifications, and project experience qualifications. Potting material must contain a minimum of 70 percent sphagnum peat moss and be composed entirely of environmentally-friendly, non-toxic, biodegradable materials. Based on FWC's previous experience, typical costs for planting 4-inch submersed plant pots range from $4 to $6 per pot, depending on species. Bidders must demonstrate at least two years of experience with in-water projects specifically planting submersed aquatic plants and must provide three project references; however, references do not need to be exclusive to 4-inch liner installations and may include other in-water lake work such as fencing. The total budget allocation for the project is $499,999.99, with $300,000 designated for eelgrass and $199,999.99 for Illinois pondweed, and the contract will be awarded to the responsive, responsible bidder submitting the highest total number of plant-pots within budget constraints.

FWC SOLICITATION ADDENDUM 3

QUESTION #6 FWC has previously used other biodegradable growing/planting methods such as

“burrito’s which contained the same biodegradable properties and plant requirements. Are they considered a suitable alternative to a 4” liner as long as plant and sediment requirements are meet along with the 2-month nursery growing specifications?

ANSWER #6 NO

QUESTION #7 Does FWC have any prior planting cost for 4” liners in 1-4’ as required for this project?

ANSWER #7 FWC has conducted multiple projects planting both submersed and emergent plants grown in 4”-liners in water depths 1’-4’. Costs vary, but are generally $4 to $6 per 4” submersed-plant-pot, depending on species.

QUESTION #8 Do the project references have to be planting 4” liners or is it any in water lake work like fencing etc.?

ANSWER #8 Any in-water projects specifically planting submersed aquatic plants (not exclusive of 4” liners or eelgrass and pondweed) demonstrating at least two years of experience
