About this file

This is a Notice of Withdrawal issued by the Florida Fish and Wildlife Conservation Commission (FWC) dated January 5, 2026, regarding Bid No. FWC 25/26-28 for Herbicides and Adjuvants for Invasive Plant Control. The original solicitation encompassed three product categories: 58 brand-name herbicide line items, 11 generic herbicide formulations, and 14 adjuvant products for statewide invasive plant control on public conservation lands. The sealed bid submission deadline was December 30, 2025, at 3:00 PM ET, with a public bid opening scheduled for 3:30 PM ET the same day. Written questions were required by December 17, 2025, at 5:00 PM ET. The anticipated contract award date was January 5, 2026, with a one-year contract term from Purchase Order issuance and a potential one-year renewal option.

The FWC received fewer than two responsive bids and has withdrawn the solicitation pursuant to Section 287.057(6), Florida Statutes, electing to proceed with an exceptional purchase through negotiation rather than re-soliciting for competitive sealed bids. This withdrawal removes the requirement for competitive procurement. Vendors must submit protests to the FWC Purchasing Office at 1875 Orange Avenue East, Tallahassee, Florida 32311-6160 within the timeframe prescribed in Section 120.57(3), Florida Statutes, and Chapter 28-110, Florida Administrative Code. The contract specifications required bidders to maintain Florida-based warehouses, provide EPA-approved product labels, certify herbicide registration for Florida use, maintain vendor registration in MyFloridaMarketPlace and SunBiz, and deliver products within fourteen days of order issuance with signed proof-of-delivery documentation.
