About this file

This is an addendum issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Solicitation No. FWC 25/26-28 regarding herbicides and adjuvants for invasive plant control. The addendum, issued December 23, 2025, updates the price sheet and provides clarifications through a question-and-answer section. The procurement encompasses three product categories: Part 1 containing 58 brand-name herbicide products in various container sizes (ranging from 1 pound to 250 gallons), Part 2 specifying 11 generic herbicide formulations, and Part 3 listing 14 adjuvant products. All bid responses must be received by 3:30 PM ET on Tuesday, December 30, 2025. The contract will be awarded to the responsive and responsible bidder submitting the lowest total price per unit per line item, and contractors must supply pricing for each year that a contract may be renewed.

Key clarifications in the addendum address product specifications and container sizes, including corrections such as Escort XP being 16 ounces rather than 16 pounds, removal of duplicate listings for Method 240 SL and Hydrothol 191, and proper container sizing for Opensight (1.25 lbs and 10 lb containers). The addendum specifies that Copper Chelate should be listed as Copper Ethylenediamine 22.9% with 8% metallic copper equivalent. Regarding product storage, the FWC will move purchased materials to an FWC storage facility with a three-month transition period following the contract end date. Quoted prices must exclude all Federal and State sales or use taxes, and bidders must bid on all items or submit "NB" (No Bid) designations; failure to bid all items will result in bid rejection. This is a multi-award bid structure where each line item may be awarded to different vendors based on lowest responsive and responsible pricing.
