The FWC seeks competitive pricing for mulching 779.59 acres of moderate to dense vegetation across sandhill and mesic flatwoods areas to improve habitat by reducing vegetation height and density for enhanced prescribed burning application. The project is structured as a multi-year initiative with a target of 260 acres mulched annually over three years, though final acreage and locations are subject to change based on funding availability and hydrological conditions. A mandatory pre-bid conference and site visit is required on August 13, 2026 at 10:00 AM ET at 117260 Necklace Warbler Ave., Brooksville, FL 34613. The deadline for written questions is August 20, 2026 at 5:00 PM ET, with responses anticipated by August 26, 2026. Sealed bids must be received by September 4, 2026 at 2:00 PM ET, with the public bid opening occurring at the same date and time. The anticipated award date is September 9, 2026. Work must be completed by June 1, 2027. The contract term is one year from the issuance of the Purchase Order, with renewal options available for up to two additional years at the Commission's sole discretion under the same terms and conditions.

The estimated total project budget is $225,000.00, with liquidated damages assessed at $200.00 per calendar day for failure to complete work by the specified completion date. Bidders must be registered in both the MyFloridaMarketPlace (MFMP) system and the Sunbiz system prior to bid opening and must submit a minimum of three references for similar projects. Subcontracting is not permitted for this project. The award will be made to the responsive, responsible bidder submitting the lowest total estimated project cost. Bidders must provide all labor, materials, equipment, supplies, and vehicles necessary to complete forestry mulching operations, including the mulching of vegetation 6 inches in diameter or less to a height of 4 inches or lower. The contractor must demonstrate familiarity with common native Florida plants, comply with all state and local regulations, maintain equipment capability with 7-day replacement provision, and provide appropriate insurance documentation prior to work commencement. The project utilizes federal funds under the American Rescue Plan Act of 2021, requiring successful bidders to obtain a Unique Entity Identifier (UEI) on sam.gov and complete financial registration within specified timeframes.
