About this file

This is an Addendum 1 Q&A document issued by the Florida Fish and Wildlife Conservation Commission (FWC) regarding Solicitation No. FWC 25/26-107 for Chassahowitzka WMA Boundary Mulching services. The project involves selective forestry mulching across approximately 779.59 acres of moderate to dense vegetation at the Chassahowitzka Wildlife Management Area in Hernando County, with work targeting 260 acres annually over three years. The scope requires mulching all vegetation 6 inches in diameter or smaller to a height of 4 inches or lower across sandhill and mesic flatwoods habitat to prepare the area for enhanced prescribed burning application. Sealed bids must be submitted no later than 2:00 PM ET on Friday, September 4, 2026, with a mandatory pre-bid conference and site visit scheduled for August 13, 2026 at 10:00 AM ET. A written questions deadline of August 20, 2026 at 5:00 PM ET preceded this addendum issued on August 26, 2026. The anticipated award date is September 9, 2026, and the contract term is one year from Purchase Order issuance with renewal options for up to two additional years at the Commission's sole discretion under the same terms and conditions. Work must be completed by June 1, 2027, with liquidated damages assessed at $200 per calendar day for failure to meet the completion date.

The total estimated project budget is $225,000 over three years, allocated on an annual basis with FY 26/27 funding of $75,000. The addendum clarifies that the budget allocation is annual rather than a single total contract amount, and that subsequent annual budgets may shift based on funding availability and hydrological conditions. The project utilizes federal funds under the American Rescue Plan Act of 2021. Contractors must provide all labor, materials, equipment, supplies, and vehicles; demonstrate familiarity with common native Florida plants; comply with all state and local regulations; and maintain equipment capability with a 7-day replacement provision. Subcontracting is not permitted. Bidders must be registered in MyFloridaMarketPlace and SunBiz prior to bid opening, submit a minimum of three references for similar projects, and obtain a Unique Entity Identifier on sam.gov with subsequent financial registration completion. Award will be made to the responsive, responsible bidder submitting the lowest total estimated project cost. The addendum specifically clarifies that the use of a minimum 170hp rubber-tracked forestry mulcher is not approved, limiting acceptable equipment to rubber-tired mulchers.
