About this file

This document is Addendum No. 2 for Solicitation No. FWC 24/25-77C issued by the Florida Fish and Wildlife Conservation Commission (FWC) for the West Bay Estuarine Habitat Restoration - Phase VI project. The solicitation seeks a contractor to construct up to 67 subtidal oyster reefs along the western shore using large native Florida limestone aggregate in Bay County. Bid responses are due by 3:30 PM (ET) on Monday, March 31, 2025, with a project timeline of 60 calendar days from bid opening. The project involves augmenting existing reefs previously built with oyster shells by adding limestone material to reefs that have degraded into shell hash but still contain original rebar stakes.

The estimated project cost is variable and will be adjusted based on the awarded contractor's bid price per reef. No engineer's estimate is currently available, and union bids are not required. The contractor is responsible for securing their own staging area, with a suggested location being the B.V. Buchanan Park and Boat Ramp used in previous project phases. As-built surveys must be signed and sealed by a Florida Licensed Surveyor, and the contractor will need to calculate their own pricing based on factors such as travel, staffing needs, demobilization, and material availability. The FWC Project Manager will assist the contractor in marking appropriate locations for limestone augmentation.

What is the estimated cost of this project?

ANSWER #1

The estimated cost for this project is variable. Project size will be adjusted depending on the awarded Contractor’s bid price per reef, for up to 67 reefs available for augmentation.

QUESTION #2

Are you able to provide engineer's estimate?

ANSWER #2

A current engineer’s estimate of cost per reef is unavailable.

QUESTION #3

Are union bids required for this project?

ANSWER #3

Union bids are not required for this project.

QUESTION #4

There is no staging area in this contract. Is this the responsibility of the Contractor?

ANSWER #4

The Contractor is responsible for securing a staging area of their choosing. During previous project phases (2015, 2016, and 2019) a staging was secured by a Contractor at the B.V. Buchanan Park and Boat Ramp (coordinates provided in ITB). This is the closest boat ramp to the project site.

The 60 calendar days from opening bid has stayed the same. No dates or changes to days have been modified in the ITB.

QUESTION #7

Is there an estimate on materials or pricing?

ANSWER #7

This is up to the individual vendor to calculate based on needs (e.g., travel, staffing needs, demobilization, availability of materials, etc.).

QUESTION #8

To clarify, when using the word augmentation in the scope of work, does this mean we are adding/changing to reefs previously funded/built? Or is it the addition/change of new reefs to the entire project that were not able to get funded/built previously?

ANSWER #8

Yes, augmentation herein means adding limestone material to reefs previously funded/built with oyster shells. These reefs have degraded into shell hash but still contain the original rebar stakes outlining each reef. The FWC Project Manager will assist the contractor in marking the appropriate locations for limestone augmentation.
