IDENTICAL TIE BIDS

Preference shall be given to businesses with drug-free workplace programs. ITB’s requirements. The requirement for such supplemental information will be at the reasonable discretion of the Commission and may include the requirement that a bidder will provide a sample product(s) so that the Commission can make a first-hand examination and determination.

A bidder's failure to provide this supplemental information or the product sample(s), within the time set by the Commission, will cause the Commission to consider the Contractor non-responsive and reject the

Contractor’s bid.

CONFIDENTIALITY/PUBLIC RECORDS LAW

Bidders are cautioned that Florida law generously defines what constitutes a public record and grants broad rights of public access to those records; see, for example, section 119.07, F.S. If a Bidder believes that its response contains information that is confidential or exempt from disclosure under Florida Law, the Bidder shall clearly segregate and mark that information (for example, stamp each page "Confidential" and place it in an envelope marked "Confidential") and briefly describe in writing the grounds and specific legal citations for claiming exemption from the public records law. If after the notice of intended decision or thirty

(30) days after bid opening, whichever is earlier, the Commission receives a public record request related to the solicitation, the Commission will provide copies of public records that are not exempt to the requester.

The Commission will endeavor to provide notice to the Bidder of all public records requests received related to documents provided by the Bidder that were marked pursuant to this paragraph. In no event shall the

SCOPE OF WORK

FWC 24/25-17

MIAMI-DADE 4 TRAP LINES TEGU REMOVAL

PURPOSE

The Argentine Black and White Tegu (Salvator merianae) is a large (< 1.2 meter; 4 feet; 8 kilograms), omnivorous lizard that can occur in a variety of habitats and withstand temperatures as low as 1.7 °C (35

°F; Langerwerf and Paris 1998, Enge 2007). Introduced via releases or escapes from the live animal trade in the early to mid-2000s, tegu populations have increased in recent years. This species was likely established in Miami-Dade County by 2011 (Pernas et al. 2012). In Florida, tegus are mostly active from

February through October before going into winter brumation, approximately from November through

January. Tegus have been documented eating frogs, toads, snakes (some over 4 feet in length), lizards, gopher tortoises, birds, small mammals, insects, spiders, vertebrate eggs (alligator and freshwater turtle), and fruit (including strawberries, blueberries and tomatoes). Tegus are highly fecund and can lay anywhere between 21-52 eggs per clutch (Andrade et al. 2004, Pernas et al. 2012).

The Wildlife Impact Management Section (WIM) of the Florida Fish and Wildlife Conservation Commission

(“Commission” or “FWC”) is charged with managing nonnative wildlife issues in Florida. Management includes control efforts for priority species and collecting data on nonnative species distribution and natural history that can be used to develop invasive species control strategies. A joint research and management effort from partnering government agencies and academic institutions has been formed to manage the spread and impact of tegus in south Florida. Removal efforts with the goal of containment of the south

Florida population have consisted of coordinated interagency trapping with landowner assistance. This approach is crucial to mitigating the negative impact that this nonnative lizard poses on native Florida wildlife.

The FWC currently focuses removal efforts on the boundaries of known tegu population in Miami-Dade

County and effort has increased to remove this species in the areas immediately south, southeast, and southwest of Florida City. This region is particularly important for tegu management due to their proximity to nesting sites of imperiled species, such as American crocodiles (Crocodylus acutus), least terns (Sternula antillarum), white-crowned pigeons (Patagioenas leucocephala), gopher tortoises (Gopherus polyphemus) and burrowing owls (Athene cunicularia) and its proximity to Everglades National Park and other sensitive public lands. The selected Respondent (Contractor) will provide support services to assist the Commission in achieving the goals for these activities on public lands in Miami-Dade County.

1. GENERAL REQUIREMENTS

1.1. Contractor will run trap lines to remove tegus in Miami-Dade County. The Contractor will humanely kill all captured tegus and other captured nonnative wildlife, collect morphometric data on all captured tegus, and dispose of tegu carcasses collected over the contract period.

2. SERVICE STANDARDS

2.1. Tegu removal in Miami-Dade County using live traps.

2.1.1. The Contractor will be required to run trap lines to remove tegus in Miami-Dade County.

Running trap lines includes:

Ch. 287 Invitation to Bid – Revised 3.27.2024 FWC 24/25-17, Page 11 of 66

a. This contract is for a one-year period, with field work occurring from 1 February 2025 through

31 October 2025. This contract will have the potential to renew for one year, with field work occurring from 1 February 2026 through 31 October 2026. Contractor will place a minimum of 82 live traps along Card Sound Road, Tallahassee Road, SW 408th Street, and the L-31N

Canal all located near Florida City, Miami-Dade County, Florida (Figure 1).

b. The trap types used in this work can be a combination of Havahart Model 1079, Tomahawk

S90s or Tomahawk S50s. Havahart traps must be tightly wrapped (using zip ties for attachment) in ¼ or ½ inch hardware cloth (Figure 2a) to avoid escape of hatchlings and subadults or trespass of other non-target species. Tomahawk S50s and S90s constructed with a mesh size of ½ inch x1 inch do not need to be wrapped in hardware cloth (Figure 2b). It is mandatory that all traps be permanently marked with the Contractor’s name and telephone number and a unique identifier (Trap ID/number) inscribed in a visible location and imprinted on a tag attached to the trap.

c. A total of 82 live traps will be deployed from February 1 - October 31, 2025, per the below guidance. The Card Sound Road trap line will consist of 35 traps placed approximately 370 meters apart along the east side of the highway (Figure 3, Table 1). The Tallahassee Road trap line will consist of 15 traps placed approximately 660 meters apart on the east side of the road (Figure 4, Table 2). The SW 408th trap line (Figure 5) will consist of 16 traps placed in locations provided in Table 3. The L-31N Canal (Figure 6) trap line will consist of 16 traps placed along the west side of the levee road at the locations provided in Table 4. Any deviation from the trap locations in Tables 1-4 must receive prior approval in writing from the Commission Project Manager. If a trap is damaged or stolen, it is up to the Contractor to replace the trap within three days from when the incident took place.

d. Traps on Tallahassee, Card Sound, and SW 408th street will be placed approximately 10 feet into the vegetation line (i.e., providing cover and reducing theft, Figure 7). Traps along the

L-31N Canal will be placed approximately 5 feet into the vegetation line (i.e., providing cover and reducing theft). For all traps, leaf litter from the surrounding habitat will be scattered on the bottom of the trap to provide a more natural substrate in the bottom of the trap that interfaces with the ground (Figure 8). Traps shall be placed in the shade or the top of the trap covered with vegetation or wrapped in burlap or similar material to provide shade to reduce heat stress on trapped animals. It is recommended that all traps be secured to something sturdy to reduce loss (e.g., cable-locked to a tree, installed with a trap anchor, etc.).

e. One raw unbroken chicken egg will be placed at the back of each trap to be used as bait

(Figure 9). Traps will be rebaited with a raw unbroken chicken egg whenever an animal has been captured or for any other reason bait is missing or broken (i.e., due to “trespass” of other species).

f. Traps will be opened and operated 5 days per week (Monday-Friday). Traps will be opened on Monday of each week during the project timeline by 12:00 p.m., checked once every 24 hours for tegu captures and bycatch, then closed every Friday by 5:00 p.m. Trapping will not occur on weekends, public holidays, and in cases of force majeure (e.g., tropical storms, hurricanes, wildfires). Due to any other unforeseen circumstances, any trap closures must be coordinated with the Commission in advance of the closures. If a wildfire, tropical storm or hurricane is approaching the area where traps are located, the Contractor must notify the

Commission immediately, and all traps shall be closed and removed from the area immediately.

g. If any traps are stolen or missing from a trap line, the Contractor must inform the

Commission immediately upon discovery.

h. All native wildlife bycatch will be released unharmed immediately upon Contractor arrival at capture location during daily trap-checks (Monday-Friday). Contractor will record all native wildlife bycatch in the notes section of the datasheet provided (Figure 10).

i. While conducting daily trap checks, Contractor will record all tegu observations and individuals found dead on road (DOR). Data recorded will include species of tegu observed or trapped, date of observation or capture, trap number, and GPS coordinates. See minimum requirements regarding data submission.

2.1.2. The Contractor will humanely kill captured tegus.

a. All trapped tegus or other nonnative animals captured will be removed from the live trap and placed in a snake bag/pillowcase secured with electrical tape, then placed inside a secure container (e.g., lockable action packer). All bags will contain no more than 1 tegu at a time and shall be labeled with unique identifiers for each individual tegu using flagging tape to ensure that captured individuals are kept separate from each other during transport.

Contained tegus or other captured nonnative wildlife should be kept in a shaded or cool environment (e.g., inside an air-conditioned vehicle) to avoid overheating of the animals during transport.

b. Captured tegus and other nonnative animals captured in live traps during this project shall be humanely killed off-site at an appropriate location away from the public’s view. Any recommended locations by the Contractor must be approved by the Commission in writing prior to the project’s start date. Humane killing of trapped nonnative wildlife will be completed at the end of each workday.

c. Humane killing of tegus and other nonnative animals using a captive bolt or other legal methods for the area will be agreed upon in consultation with the Commission and must be approved by the Project Manager in writing prior to use.

d. Methods of killing tegus and other nonnative animals will not be in violation of ss. 828.12, F.S. or Rule 68A-4.001, Florida Administrative Code.

2.1.3. The Contractor will collect trap status and morphometric data on all captured tegus and submit to the Commission monthly. The Contractor can fill out data sheets provided by Commission

(Figure 11) and transfer the information to an Excel spreadsheet or record data directly to an

Excel spreadsheet loaded on a tablet or similar electronic device and autosaved to a cloud storage device.

a. Morphometric measurements including, snout to vent length (SVL), total length (TL), sex

(male, female, juvenile), and mass (kg) will be taken after each tegu is killed. The information will be recorded on the Commission-issued data sheet and transferred to an Excel spreadsheet or will be recorded on an Excel spreadsheet loaded on a tablet or similar electronic device and autosaved to a cloud storage device. See minimum requirements in

Section D regarding data submission.

2.1.4. Contractor will dispose of tegu carcasses.

Ch. 287 Invitation to Bid – Revised 3.27.2024 FWC 24/25-17, Page 13 of 66

a. All tegu carcasses will be disposed of at the South Dade Landfill (23707 SW 97th Ave, Homestead, FL 33032, Gate A), or by a Commission Project Manager approved disposal method. All costs associated with disposal will be covered by the Contractor.

b. Contractor will dispose of carcasses at their convenience.
