About this file

This document is an addendum to a solicitation issued by the Florida Fish and Wildlife Conservation Commission (FWC) for the Chinsegut Conservation Center Sidewalk ADA Retrofit project. The project involves the demolition of existing walkways in the butterfly garden, kiosk, and pole barn areas and the replacement with new concrete walkways per the provided plans and specifications. The addendum contains questions and answers regarding the project, including the availability of as-built elevations, grading requirements, vehicle crossing locations, utility locations, permitting, working hours, and subgrade replacement. The contract opportunity is open to vendors registered in the MyFloridaMarketPlace (MFMP) system and with SunBiz.

The project is located in Leon County and the City of Tampa, Florida. No permits are required for this project, and FWC prefers to complete the work in a single phase. Contractors and subcontractors will be allowed to use the available restroom facilities, and the contractor will need to provide compaction testing and density requirements as determined by FWC, with no more than 10 locations. The expansion joints must be installed per the design plan, and no changes to the plan are approved.

FWC SOLICITATION ADDENDUM 2

BEGIN ADDENDUM

QUESTION #1

Based on the plans and discussions in the pre-bid a question was asked about the provision of as-built elevations of the current sidewalk. Please provide as-built if available, or otherwise please provide spot elevations every 50-75 ft, to help in calculating fill/cut requirements.

ANSWER #1

We have no current as built survey of the site, the plan documents show contour elevations and that is all we are providing for this project.

QUESTION #2

Based on the Concrete Walk-Section on Sheet C102 of the project, there is a 2 ft area on either side of the sidewalk that can be graded at 2% to match the existing grade.

There will be areas where the new sidewalk elevation will have to change, to allow it to all conform to ADA. In areas where new sidewalk elevation changes have to be made, it will be necessary to go outside of this designated 2 ft strip on each side to get the desired 4:1 slope. To avoid additional disturbance outside of this 2 ft strip, can we just match whatever grade is present at the edge of the 2 ft strip, without due consideration to making it 4:1 outside of the strip?

ANSWER #2

Set grade at 2% wherever possible, however do not deviate beyond the 2 feet disturbed area – where the grade must be steeper to accommodate that restriction or to match existing grade, that is acceptable

QUESTION #3

Note 1 on Sheet C102 requires 6" thick concrete at vehicle crossings. I have identified three (3) vehicle crossings at the sidewalk/dirt road intersections. Please confirm there are no other locations not shown.

ANSWER #3

There are three locations only

QUESTION #4

Are there sprinklers or any other utilities beneath or within the close vicinity of the sidewalks that may be encountered? If yes will CCC do the locates?

ANSWER #4

There is no watering system on site. There is one electrical service line from the building to the parking lot, but it shouldn’t be within the work area limits – we will investigate locating this if needed

QUESTION #5

Are the plans fully permit ready? If there are revisions to the plans or if other documents will be required for permitting, who handles that?

ANSWER #5

No permits required

QUESTION #6

Working hours were briefly spoken of in yesterday's pre-bid meeting. Please provide official working hours. Please take into consideration the need to do soil density tests on subgrade, if the bulk of work will have to be performed after hours or on the weekends.

ANSWER #6

Work hours are typically 7:00 AM to 5:00 PM – the exact scheduled days will need to be approved by FWC due to the possibility of previously scheduled events at the facilities.

QUESTION #7

As a follow-up to question 6. Will phasing of work be allowed and over what period of time, if it will be allowed?

ANSWER #7

Our preference is to do this in a single phase, due to the coordination necessary with local staff, ARM monitoring, ect – we don’t want to start and stop this project

QUESTION #8

Will contractors and subcontractors be allowed to use the available restroom facilities, or should a portable toilet be included in the bid?

ANSWER #8

Yes

QUESTION #9

Do we need to replace the subgrade?

ANSWER #9

No – compaction requirements will need to be met, but we don’t foresee full replacement being necessary

QUESTION #10

Do we need to provide testing / densities, or will these be provided by the owner?

ANSWER #10

Contractor will need to provide these – FWC will determine the locations as needed, no more than 10 locations total

QUESTION #11

Can the expansion joints sheet C102 note #3 be installed @ driveways and max 120 foot following FDOT index S22-001 by standard plans 2023-2024 instead of the noted 20’.

ANSWER #11

Install expansion joints are per the design plan, no changes to the plan are approved
