About this file
This document is an addendum to a solicitation issued by the Florida Fish and Wildlife Conservation Commission (FWC) for the Airboat Rebuild and Engine project. Addendum #1 includes changes to the engine and oil cooler specifications, as well as responses to questions from prospective bidders. The revised engine options are either a new 6.0-liter Levitator MS.45 airboat engine or a Marine Power 6.2L DI 420HP AirPac engine, both with a water-cooled propeller. The oil cooler specification has been updated to allow for marine grade hose as an acceptable alternative to braided oil cooler hose. The solicitation is for rebuilding one (1) airboat in accordance with the revised specifications, and responses are due by 2:00 PM (ET) on Tuesday, April 16, 2024.
The solicitation is a state and local contract opportunity in Florida, specifically for Leon County and the City of Tallahassee. Pricing terms, set-asides, incumbents, funding sources, and other salient information were not provided in the addendum, but can be found in the original solicitation document.

FWC SOLICITATION FWC 23/24-100, ADDENDUM #1 2
BEGIN ADDENDUM #1
Item #1 – Removal of Language and Attachment The following language does not apply to this solicitation and should be disregarded.
A. Within the Purchase Order Terms & Conditions, Attachment A, Section 11, Item M, in its entirety.
B. Attachment F, Foreign Country of Concern Attestation Form in its entirety.
Item #2 – Change to Engine Specification The second paragraph of the Scope of Work and Section 1.15 ENGINE, Item 1.15.1 are hereby revised to change the required engine to the following:
New 6.0-liter Levitator MS.45 airboat engine with aluminum heads and intake manifold or equivalent, water cooled, with propeller OR Marine Power 6.2L DI 420HP AirPac engine with propeller.
Item #3 – Change to Oil Cooler Specification Section 1.18 OIL COOLER, Item 1.18.1 is hereby revised to read as follows:
1.18.1 Large (minimum 24” x 12”) heavy-duty oil cooler with stainless steel braided oil lines connected to engine and securely mounted inside propeller guard in such a way as to provide appropriate oil flow and cooling. Marine grade hose would be an acceptable alternative to braided oil cooler hose.
Item #4 – Questions and Answers Question #1: Levitator Engines has discontinued the MS 45 450 h.p. engine as of December
2023. The only two engines offered from Levitator are the 525 H.P MS 70 or the Supercharged 600 H.P. MS 80 engines. Both engines are much higher in costs over the MS 45.
Another option Available is A Marine Power USA Airboat emissions certified
6.2 Liter Lt direct fuel injected engine at 420 H.p. and is close in costs to the Levitator MS 45. It also carries a 3 yr Warranty.
What engine would you like to use?
FWC SOLICITATION FWC 23/24-100, ADDENDUM #1 3
Answer #1: FWC is unaware that the MS.45 has been discontinued. The Bidder may use a Levitator MS.45 6.0L 450HP engine or, alternatively, use a Marine Power 6.2L DI 420HP AirPac engine (see Addendum #1, Item #2).
Question #2: We use marine grade hoses but do not use braided oil cooler hoses. Is this an acceptable choice? Our Radiator would measure 31" x 26 1/2" Answer #2: Marine grade hose would be an acceptable alternative to braided oil cooler hose
(see Addendum #1, Item #3).
END ADDENDUM #1
