About this file

This document is an addendum to a Request for Proposals (RFP) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for Services for Fixed Wing and Rotary Wing Aircraft. The addendum includes changes to instructions for the Experience form, as well as responses to 24 questions from prospective respondents regarding aircraft inventory, maintenance requirements, contractor capabilities, and other logistical details. The RFP seeks proposals for the maintenance, inspection, repair, and alteration services of FWC's aircraft fleet, which includes 2 Cessna 182Ts, 1 Cessna R182, 2 Partenavia (Vulcanair) P68s, 1 Rockwell Aero Commander 500S, 1 Cessna Caravan 208, 1 King Air A200, 2 Bell OH-58s, 2 Bell 206 L-4s, 2 Bell 206s, and 2 Bell 505s. Responses are due by 2:00 PM ET on April 28, 2023.

The addendum clarifies that contractors should not list any projects completed for the FWC when providing their experience on the required forms. It also confirms that the price per mile request is for ground transportation only, and that airlift transport is not required. Contractors may use their own tools and facilities, with some limitations, and FWC will not provide manuals or publications. The FWC does not have an approved vendor list, and contractors should use their own commercial suppliers for parts procurement.

FWC 22/23-97 ADDENDUM #1 2

BEGIN ADDENDUM #1

Item #1 – Change to Attachment F Instructions

The instructions at the top of Attachment F are hereby revised to read as follows:

Information should include a chronological list (starting with most recent experience first) of Respondent’s experience, a description of the services provided with similar model and make of rotary wing aircraft listed within this RFP. Do not list projects completed for the Commission.

Item #2 - Questions and Answers

Question #1: How many of each type/model of aircraft does the FWC have?

Answer #1: 2 Cessna 182T, 1 Cessna R182, 2 Partenavia (Vulcanair) P68, 1 Rockwell Aero

Commander 500S, 1 Cessna Caravan 208 (on order), 1 King Air A200, 2 Bell

OH-58, 2 Bell 206 L-4, 2 Bell 206, 2 Bell 505 (on order).

Question #2: How many hours monthly/annually does each aircraft fly?

Answer #2: FWC flight hours vary from year to year depending on agency need. However, all aircraft collectively fly in excess of 2200 hours per year. Helicopters average roughly 350 hours per year, and fixed-wing average close to or exceed 500 hours per year. We do not track monthly because the needs throughout the state vary greatly.

Question #3: What are the approximate current hours for each aircraft?

Answer #3: Bell OH-58 #1 7079 HRS, Bell OH-58 #2 8594 HRS, Bell 206B #1 7209 HRS, Bell 206B #2 12037 HRS, Bell 206L4 #1 2564 HRS, Bell 206L4 #2 3931 HRS, Partenavia #1 4528 HRS, Partenavia #2 7988 HRS, Cessna 182T #1 2689 HRS, Cessna 182T #2 2756 HRS, Cessna R182 7465 HRS, Aero Commander 500S

7442 HRS, King Air A200 14354 HRS

Question #4: Where are the aircraft based?

Answer #4: Milton (helicopter), Tallahassee (helicopter or airplane), St. Augustine

(helicopter), Lake City (helicopter or airplane), Ocala (airplane), Lakeland

(helicopter or airplane), Melbourne (helicopter or airplane), Ft. Lauderdale

(helicopter or airplane), Marathon (airplane).

FWC 22/23-97 ADDENDUM #1 3

Question #5: Will all aircraft move to provider facility for maintenance or will provider move to aircraft location?

Answer #5: It is typical for FWC to move the aircraft to the maintenance provider for maintenance. However, FWC recognizes the value in a vendor ’s ability to respond to the aircraft when Aircraft on Ground (AOG) for unexpected maintenance issues or emergencies.

Question #6: Other than the OH-58, are all other aircraft on the standard OEM maintenance program?

Answer #6: Yes, all other aircraft are on a standard maintenance program.

Question #7: On the bid form when it is asking for experience, are you asking us to list our customers information?

Answer #7: From Page 7, Tab C. Experience Form:

The Respondent shall complete and submit the appropriate Experience form

(Experience for Fixed Wing Aircraft and/or Experience for Rotary Wing

Aircraft), enclosed herein, which should include a chronological list of

Respondent experience, a description of the services provided for each operation, and duration of each project. The appropriate Experience form shall be completed in its entirety, and returned, as part of the RFP response or the response shall be deemed non-responsive.

Question #8: We would like clarification on the explanation of experience for fixed wing (pg.

52 of 75) Attachment E vs explanation of experience for rotary wing (pg. 56 of

75) Attachment F.

On Attachment E for experience on fixed wing it states at the end: Do not list projects completed for the commission.

On Attachment F for experience on rotary wing this statement is not present.

Are we authorized to list projects completed by the commission for rotary wing experience on Attachment F?

FWC 22/23-97 ADDENDUM #1 4

Answer #8: Projects completed for the Commission on both fixed wing and rotary wing platforms shall not be listed on either Attachment E or F. (See Addendum #1, Item #1.)

Question #9: a. Referencing Attachments G&H Cost Sheets: With respect to Section IV, Transportation, transportation cost is requested as a price per mile. Could the State of FL please confirm that this price request is for ground transport only?

b. Is pricing for airlift transport required? If so, where should airlift transport pricing be reported within Attachments G&H?

Answer #9: a. This price request is for the ground transportation of aircraft.

b. No. Airlift transport is not required.

Question #10: Referencing Attachments G&H Cost Sheets: With respect to Sections V and

VI, are responses required to fit within the space provided within the

Attachment G&H forms?

Answer #10: Responses should fit within the space provided. For clarification, responses should not list all possible consumable or handling/crating options. Responses should describe the Respondents typical method for charging for these items.

Question #11: For TAB “C” Experience FORM (MANDATORY) -Attachment E and/or F: If we perform maintenance on our own “Flight school aircraft” to include single engine, multi engine, complex aircraft (retractable gear), and a Cessna 421B for large pressurized aircraft, can we serve as our own “RESPONDENT?” and list what we work and the type of maintenance we perform on our own fleet?

Answer #11: Yes, maintenance on a Respondent’s own “flight school aircraft” would be acceptable to supply as previous work experience.

Question #12: Do any items for aircraft parts and components (maintenance storage) require climate control?

Answer #12: Aircraft would require an enclosed building for storage and other parts and components should be housed according to industry accepted standards for corrosion control and shelf-life purposes.

Question #13: Are any of the aircraft listed under a Progressive inspection program or “PIP”?

Answer #13: None of the FWC aircraft are on a progressive inspection schedule.

FWC 22/23-97 ADDENDUM #1 5

Question #14: Will FWC allow contractors to conduct maintenance in FWC hangars where assets are located?

Answer #14: Yes, but there may be limitations. Some FWC hangar locations are under a lease agreement that may preclude the completion of maintenance within their hangar. However, it is FWC’s experience that most maintenance requests within hangars are approved depending on the scope and complexity of the maintenance event. Hangar usage is contingent on FWC approval.

Question #15: Will FWC allow contractors to utilize their special tools, as necessary, to help maintain aircraft at its facility locations?

Answer #15: The contractors should provide their own tools for the most part except on rare circumstances that we have a tool available that they may not own. The exception to this would be any permanently attached equipment (such as hoists) that may already be installed at certain hangar locations .

Question #16: Is there an approved vendor(s) list offerors must or should use for procuring replacement/repairable parts?

Answer #16: No.

Question #17: For parts replacement, do we coordinate for parts with FWC first, or do we simply utilize our preferred commercial vendors?

Answer #17: Vendors should use industry standard commercial suppliers and then forward the prices to FWC in the repair quote. As stated in the Scope of Work, FWC reserves the right to supply our own parts if the situation should arise.

Question #18: Will FWC provide the appropriate manuals and bulletins to perform maintenance on each awarded aircraft, especially the non-certified RW aircraft, post award?

Answer #18: No, vendors should supply their own manuals and publications.

Question #19: Please clarify Recovery Operations; we read this as transportation and/or relocation of assets from location to location and not as recovery of a downed aircraft location.

Answer #19: FWC requests that Respondent discuss their aircraft recovery capabilities.

FWC has experienced events in the past that required off airport aircraft recovery.

FWC 22/23-97 ADDENDUM #1 6

Question #20: For Recovery Operations, does FWC want both ground transportation capability and aerial aircrew ferry support capability?

Answer #20: FWC requests ground capability only.

Question #21: If FWC desires aircraft ferry crew support, will FWC indemnify (insure) the contractor for ferry support, or will the contractor be required to provide its own insurance for ferry support?

Answer #21: FWC does not require aircraft ferry support. For ground transportation, the

Contractor will be required to provide its own insurance.

Question #22: If the contractor is required to have its own insurance for ferry support, what are the insurable values required for each aircraft type?

Answer #22: Contractors are typically not involved in the ferry of agency aircraft.

Question #23: Will FWC provide any familiarization flight training on any FW or RW aircraft to support a contractor ability to perform test flights?

Answer #23: FWC does not have the staffing or personnel to conduct this type of operation.

However, FWC has the ability to work with vendors within a limited scope to review our aircraft and offer support if able.

Question #24: I have a question about the professional regulation license. I didn't see an appropriate category for our industry. Is that a requirement for this contract?

Answer #24: The RFP does not require any special licensing requirements but vendors must comply with any applicable federal, state, and local licensing requirements.
