About this file

This document is an addendum to the Florida Fish and Wildlife Conservation Commission's (FWC) Solicitation No. FWC 22/23-95 for "Ephemeral Wetland Vegetation Restoration via Mulching". The addendum revises the completion date, provides a new price sheet, and addresses questions from prospective bidders. The project involves vegetation management in the Escribano Point Wildlife Management Area in Santa Rosa County, Florida. All 20 acres are to be completed at once, with the work typically starting in May and completing by mid-June. Bidders must submit their responses by 2:00 PM ET on June 7, 2023.

The revised price sheet provides pricing for the initial term and up to three renewal years. Bidders must provide prices per acre as well as for mobilization and demobilization. The state has not provided a budget amount, and wants to see the results of the competitive process. Bidders are not responsible for turbidity barriers or silt fences, and may use UTVs or swamp buggies to access the site, provided they do not cross or enter the creek.

BEGIN ADDENDUM #2

Item #1 – Revised Completion Date

The Scope of Work, Project/Work Schedule section, 2nd paragraph is hereby revised to read as follows:

Due to the presence of the reticulated flatwoods salamanders, work may not begin until

May 1, 2023, unless otherwise specified by the FWC Project Manager. Any deviations from these dates will be based on pond and/or salamander conditions. The Contractor may work seven days a week if desired. Work may only be conducted during daylight hours. All work must be completed and invoiced by the date specified in the Purchase

Order authorizing work.

Item #2 – Revised Price Sheet

The Price Sheet is hereby deleted in its entirety and replaced with the Revised Price Sheet, attached hereto and made a part of the solicitation. Bidders must complete and submit the

Revised Price Sheet or their bid will be deemed non-responsive.

Item #3 - Questions and Answers

Question #1: What is the distance of the Fundy Bayou Creek where clearing will take place?

Answer #1: 1.13 miles or 7.7 acres.

Question #2: Are all 20 acres to be done at once? Or, how many acres per year?

Answer #2: All 20 acres are to be done at once. There will be a different amount of acreage each year based on funding.

Question #3: Can we separate transportation cost from per acre price? Would lower per acre price substantially.

Answer #3: Yes (see Addendum #2, Item #1).

Question #4: Would mulching debris have to be removed from the creek?

Answer #4: As the contractor is only going to the creek’s edge, there shouldn’t be any issues with debris in the creek. Vegetation in creek shall not be disturbed.

Question #5: Is the acreage of the creek clearing calculated into the 20 acre total?

Answer #5: Yes.

Question #6: What is the budget on this project?

Answer #6: No budget is being given at this time. We would like to see the results received from the competitive process.

FWC 22/23-95, Addendum #2, Page 2 of 4

Question #7: How much of the budget will be used annually?

Answer #7: All of the available budget will be used annually.

Question #8: How much time do we have to use the budget each year?

Answer #8: Work is typically started at or after May 1 and generally needs to be completed by mid-June.

Question #9: Are we responsible for any turbidity barriers or silt fences?

Answer #9: No.

Question #10: Will the clearing areas be measured by GPS and will the clearing limits be flagged for operators to see while working?

Answer #10: The creek will be flagged for operators.

Question #11: Is the contractor responsible for any mulch left on the ground? I know the goal is to clear and mulch and leave spread evenly on the ground but I at least have to ask.

Answer #11: We ask that it is spread as evenly as possible on the ground .

Question #12: What is the timeline for each section to be done? Can that be adjusted due to unforeseen circumstances?

Answer #12: All work needs to be completed by the date specified in the Purchase Order that will be issued to authorize the work.

Question #13: Can we use whatever means and methods we need to get fuel to our machine without walking to a designated fueling area? A swamp buggy is what we had in mind because the clearing machine moves very slow and will take up a lot of valuable working hours.

Answer #13: You may NOT use whatever means and methods. You MAY use a UTV or swamp buggy to travel behind the machine and what has already been cleared.

Please utilize the same entry and exit points. If the area gets too mucky and/or too much damage is caused, you will need to stop buggy travel. This will be at the discretion of FWC staff.

FWC 22/23-95, Addendum #2, Page 3 of 4

Question #14: Can we load the machine onsite on a trailer and move it to the next clearing section. This will just be faster.

Answer #14: Yes, this is preferred. Contractors may not cross or get into the creek at any point.

Question #15: Is there an area close by on the property that we could use a camper to stay on site?

Answer #15: No.

Question #16: How many hours during the day can we work? This question goes with the last because if we can stay onsite we can work more hours onsite and less travel time.

Answer #16: Work can be performed any day of the week from 6:30 am to 6:30 pm.
