About this file

This document is an addendum issued by the Florida Fish and Wildlife Conservation Commission (FWC) for their solicitation FWC 22/23-72 "Improving Chronic Waste Disease (CWD) Educational Outreach". The addendum provides answers to questions received regarding the project, which seeks competitive proposals for advertising, media planning and buying services to enable FWC to reach stakeholders with outreach and safety messages about CWD. The response deadline is 2:30 PM ET on April 6, 2023. The maximum grant award amount is $208,000, and respondents are encouraged to provide pricing for various outreach products and methods that may be selected by FWC. The primary audience is Florida residents, particularly hunters and those who serve them. FWC currently has an incumbent contract with iHeart Media to provide these services, and CWD has not yet been detected in Florida, though it has been found in the neighboring state of Alabama.

BEGIN ADDENDUM

QUESTION #1

I wanted to check in to see if shopping mall advertising options might be of interest.

If so, would you please let me know the areas/cities that you would like placement?

ANSWER #1

The RFP does not preclude the use of any specific type of marketing or communication method and does not specify which geographic areas are specifically of interest.

Proposed methods and geographic areas will be evaluated by the agency for merit.

QUESTION #2

For the sample media plan:

a. Is FWC able to further define the Florida counties they wish to prioritize?

b. How does FWC expect to measure the success of its media efforts for Chronic Wasting Disease?

c. Under Tab B, #1 please define “prescription formats” and expand upon what you would like to see in an economic analysis.

ANSWER #2

a. The RFP does not specify which geographic areas are specifically of interest.

Proposed geographic areas will be evaluated by the agency for merit.

b. Measurement methods for the success of this project have not yet been determined.

c. The term “prescription formats” includes the whole breadth and scope of any marketing and communications methods the respondent feels would be appropriate and effective for the objectives.

QUESTION #3

What point-of-purchase locations do you currently partner with?

ANSWER #3

May include but not limited to where Florida hunting licenses and permits are sold.

They are sold at many retail outlets that sell hunting supplies as well as county tax collector's offices.

QUESTION #4

Why did last year’s CWD Monitoring Sweepstakes focus on Taylor, Dixie, Lafayette, Gilchrist, DeSoto, Lee, Henry, and Collier counties?

ANSWER #4

These were the counties with the least amount of hunter participation in donating heads to the FWC for CWD surveillance. This was determined by comparing the estimated number of deer harvested per county versus the number of deer heads that were received by the FWC from that county by active surveillance.

QUESTION #5

Is there a specific percentage of the $208,000 that should be paid advertising/tactics or is it up to the agency to recommend it as part of its plan?

ANSWER #5

It is up to the respondent to determine that.

QUESTION #6

Would printing and mailing expenses come from this budget or come from a separate budget?

ANSWER #6

They would come from this budget.

QUESTION #7

Does FWC have a current incumbent agency for PR, advertising, and outreach?

ANSWER #7

We have a current contract with IHeart Media to provide these services.

QUESTION #8

How prevalent is CWD in Florida? Alabama? Georgia? If at all.

ANSWER #8

CWD has never been detected in Florida. Surveillance for the disease has been ongoing since 2002, and nearly 17,000 samples have been collected and tested from Florida deer. Likewise, CWD has not yet been detected in Georgia. CWD was detected in Alabama for the first time last year. Last hunting season marks the first time that a state that shares a border with Florida became “CWD positive.” As we share a border, this puts FWC on high alert for the possibility of introduction of the disease.

QUESTION #9

Is the target primarily Florida residents or also residents near the Florida/Alabama border and Florida/Georgia border?

ANSWER #9

QUESTION #10

ANSWER #10

Yes.

QUESTION #11

How do you currently educate audiences about CWD?

ANSWER #11

We have information on our website including FAQs and hunters are regularly emailed updates and fact sheets regarding CWD. We recently produced animated videos, which were promoted through agency social media channels.

QUESTION #12

How would you measure the success of this campaign? What are your KPIs?

ANSWER #12

Measurement methods for the success of this project have not yet been determined.

QUESTION #13

Is the request for pricing as a single ad buy fee for media placed along with a la cart for other services?

ANSWER #13

Media Types may include, but not limited to:

Direct Mail

Print Publications

Radio

Social media

Television

FWC SOLICITATION ADDENDUM 5

Respondents are encouraged to provide “a-la-carte” pricing for various outreach products and methods, one or more of which may be chosen by the FWC for fulfillment. The maximum grant award amount is $208,000. However, if the respondent elects to price their proposal as a single ad buy fee, it is not a disqualifying factor.
