SCOPE OF WORK
FWC 22/23-68
COMMERCIAL SALTWATER TRAP TAGS
PURPOSE
FWC is seeking to procure saltwater trap tags to be attached to traps utilized for commercial harvesting of spiny lobsters, blue crabs, and stone crabs for continuation of fisheries management.
Under the current contract for the 21/22 fiscal year (July 1, 2021 – June 30, 2022), the Commission ordered
1.75 million trap tags (approximately 297,000 blue crab tags, 452,000 spiny lobster tags, and 1 million stone crab tags). Orders were sent to the current vendor weekly in varying quantities and shipped to customers directly by the vendor, on behalf of the Commission, to delivery locations across the State of Florida, with a few orders delivered to neighboring southeastern states. Continued vendor fulfillment is preferred by the Commission. Respondents may propose pricing for all tag types and fulfillment or tags only (one, two, or all three tag types). Proposal may be awarded to multiple vendors, but preference will be given to proposals that include production of all tag types and include order fulfillment.
Trap tags are attached to traps which are stacked in a “trap yard” or stored on boats for long periods of time, exposed to harsh weather conditions, including high heat, wind, and rain, and roughly handled when stacking and moving. Traps with affixed tags are then submerged in saltwater for up to 24 months.
Durability of the tags and readability of the printed information on each prior to, during, and after submersion in saltwater is of utmost importance.
The Commission has historically required tags to be attached flat against the slats (horizontal wood or plastic boards that construct the traps) of lobster and stone crab traps to reduce the damage, breakage, and loss of tags (images of current trap tag examples, and various methods to affix tags are shown below).
Lobster traps are wooden traps, stone crab traps are wire and plastic, and blue crab traps are metal wire traps. Blue crab tags are currently the only tags attached using a looping mechanism through the trap.
1. TRAP TAG TYPES
There are three (3) tag types and trap types:
1. Stone crab (plastic or wire) represents endorsement type X
2. Blue crab (wire) represents endorsement types VHI, VHO, VS, and VN
3. Spiny lobster (wooden) represents endorsement type C

2. REQUIRED SPECIFICATIONS:
2.1. Tags shall be made of durable material that can be attached to any trap and remain affixed for the required period herein.
2.2. Tags must securely attach to the trap and shall be able to remain intact and readable in harsh conditions such as saltwater, sun, harsh current, direct sunlight, abrasion/contact with rocks/coral/boats, high temperatures and Florida weather for a minimum of 24 months. Tags shall not peel, break, split, crack, fade or have any printed information become illegible or tags non-functional.
2.3. Tags must be able to withstand trap stacking, where tags are attached to traps that may contain cement weights and then stacked by the hundreds. Stacked traps are often left outside for weeks in the Florida elements prior to submersion in saltwater. See pictures provided herein.
2.4. Flat attachment to traps for all tag types is preferred due to external abrasive contact with rocks, coral, and boats unless a solution can be provided for tags that do not attach flat to traps that can withstand the aforementioned conditions and species interference. Lobster and stone crab trap tags have historically been required to be attached to the outside of the traps as tags that are plastic and enter the traps may be chewed by lobsters and stone crabs and separated from the trap.
2.5. Tags shall not interfere in any way with the operation of the traps.
2.6. Each tag shall have the following identifying information printed on it:
2.6.1. FWCC
2.6.2. State fiscal year (e.g., 22/23) – Florida fiscal years start July 1st and end June 30th of following year.
2.6.3. Customer Endorsement Information (e.g., VHI-123456)
a. Each tag will have printed the unique customer endorsement number which shall begin with the endorsement type followed by a dash (“-“) and up to 8 alpha/numeric characters.
2.7. Information printed on each tag shall survive, and be readable/functional, in Florida marine conditions (saltwater, sun, harsh current, direct sunlight, abrasion/contact with rocks/coral/boats, high temperatures and extreme Florida weather) for a minimum of 24 months. At no point can the printed material on the tag become illegible. Darker tag colors have historically shown the least UV fading and best durability for printed information.
Request for Proposal – Revised 2.22.2022 FWC 21/22-95, Page 20 of 62
2.8. Tags are preferred to be a different color from the preceding year for ease of inspection and identification by law enforcement, but not required. If alternating colors are proposed, all tag types for a given year may be the same color (ex: blue crab, stone crab and spiny lobster tags for FY 20/21 may all be navy). Historical tag colors by tag type and state fiscal year are listed below.
FY C-Spiny Lobster X- stone crab VHI, VS, VN VHO
2018-19 white light blue yellow red tags with white heat stamp
2019-20 pink gray royal blue white tags with black heat
2020-21 yellow lime green red/white HS pink tags with black heat
2021-22 red beige white green tags with white heat
2.9. Tags shall be designed to be easily separated, such as ‘punched’ or ‘nicked’ between, for easy separation by customers and/or Commission staff. If order fulfillment to customers is included in proposal, tags of multiple quantities fulfilled to the same customer shall be separated, sorted, and bundled prior to shipping.
2.10. No duplication of tags with the same specified language or intent shall be manufactured without express written authorization by the Commission.
2.11. Production of tags shall be conducted under conditions of absolute security for complete accountability of tags produced.
2.12. Production and delivery time frame for proposals including fulfillment to customers directly on behalf of the Commission. (Order fulfillment, including packing, shipping, mailing, submission of tracking numbers to the Commission, and addressing delivery related issues is preferred but not required.)
2.12.1. Orders are currently sent to vendor weekly in varying quantities and tags are produced and shipped to customers directly within fifteen (15) business days of vendor receipt of order, excluding holidays. Orders are shipped by the current vendor to delivery locations across the State of Florida and a few neighboring southeastern states.
2.12.2. Shipping method must result in delivery to customer within five (5) calendar days and tracking numbers for all orders shipped must be provided to the Commission. The Commission will not remit payment for orders where tracking numbers have not been provided and/or tags have not been or cannot be verified as delivered to customers.
2.12.3. The vendor is responsible for the delivery of the tags to the customer and for replacing any tags that are lost in transit, tags that are faulty, tags that are incorrectly produced, tags that break or arrive broken, or tags that do not meet the specifications herein. The vendor shall replace such tags at the vendor’s expense, including expedited production of tag replacements and shipping.
Request for Proposal – Revised 2.22.2022 FWC 21/22-95, Page 21 of 62
As tags are shipped, the vendor shall report shipped orders to the Commission’s Contract Manager and/or designated point of contact(s) weekly via email, listing each customer’s name, endorsement type/number, order number, shipping date, quantity shipped, and shipping tracking information.
3. INVOICES
3.1. Vendor shall submit invoices to the Commission monthly, by the 10th calendar day of the following month, for all fees due.
3.2. Invoices must be legible and must clearly reflect the goods or services that were provided in accordance with the terms of the Contract for the invoice period. Each invoice shall include the Commission Contract Number and the Contractor’s Federal Employer Identification (FEID) Number. Invoices may be submitted electronically to the attention of the Commission’s Contract Manager. All bills for amounts due under this Contract shall be submitted in detail sufficient for a proper pre audit and post audit thereof. Contractor acknowledges that the Commission’s Contract Manager shall reject invoices lacking documentation necessary to justify invoiced expenses.
3.3. Monthly invoices shall only include tag orders where tracking numbers have been provided to the Commission and tags have been shipped and delivered. For proposals including fulfillment, delivery shall be to customers and for proposals without fulfillment directly to customers, delivery shall be to the Commission. Invoices cannot be processed for orders that have not been delivered or orders for which the shipping/tracking information has not been provided to, received by, and/or verified as delivered by the Commission.
3.4. Invoices shall summarize the total quantity of tags invoiced by tag type, tag fiscal year, price per tag, and total amount due.
A. Each order submitted to the vendor has a date referred to as the “FWC Order Date”. Each invoice submitted for payment shall include a separate detail tab/sheet that lists each “FWC Order Date”, tag type, the quantity of each tag type invoiced, and each endorsement number (provided by FWC with each order). The sum of tags by tag type on each invoice detail should sum to and reconcile with the invoice summary.
