About this file
This document is an Invitation to Bid (ITB) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for commercial saltwater trap tags to be used for the commercial harvesting of spiny lobsters, blue crabs, and stone crabs. FWC is seeking competitive bids for an estimated 1.8 million trap tags across the three species, with orders placed weekly and tags shipped directly to customers across Florida and neighboring southeastern states. Bids are due by July 7, 2023, and the contract will be effective for five years with the option to renew for up to five additional years.
The ITB outlines detailed technical specifications for the trap tags, including requirements for durability, readability, and attachment methods. Bidders must submit samples of the proposed tags with their bids. FWC has an estimated budget of $2.25 million for this project, and any bids over 10% of this amount will be considered non-responsive. Bidders must be registered in the MyFloridaMarketPlace system and with Sunbiz prior to the bid opening. The contract will be awarded to the responsive, responsible bidder with the lowest total bid price.

SCOPE OF WORK
FWC 22/23-123
COMMERCIAL SALTWATER TRAP TAGS – BLUE CRAB, SPINY LOBSTER, AND STONE CRAB REBID
PURPOSE
FWC is seeking to procure saltwater trap tags to be attached to traps utilized for commercial harvesting of spiny lobsters, blue crabs, and stone crabs for continuation of fisheries management.
Under the current contract for the 21/22 fiscal year (July 1, 2021 – June 30, 2022), the Commission ordered
1.75 million trap tags (approximately 297,000 blue crab tags, 452,000 spiny lobster tags, and 1 million stone crab tags). Orders were sent to the current vendor weekly in varying quantities and shipped to cus tomers directly by the vendor, on behalf of the Commission, to delivery locations across the State of Florida, with a few orders delivered to neighboring southeastern states. Continued vendor fulfillment is required by the Commission. Respondents must propose pricing for all tag types and fulfillment.
Trap tags are attached to traps which are stacked in a “trap yard” or stored on boats for long periods of time, exposed to harsh weather conditions, including high heat, wind, and rain, and roughly handled when stacking and moving. Traps with affixed tags are then submerged in saltwater for up to 24 months. The durability of the tags and readability of the printed information on each prior to, during, and after submersion in saltwater is of utmost importance.
Lobster traps are wooden traps, stone crab traps are metal wire and plastic traps, and blue crab traps are metal wire traps. Images of current tags are shown in Figure 2 for blue crab (green tag) and Figure 3 for spiny lobster and stone crab (orange tag). Blue crab tags are currently the only tags attached using a looping mechanism through the trap. Trap tags for lobster and stone crab tags must be attached flat against the slats of lobster and stone crab traps due to species interference and tag destruction. However, it has been determined that the looping mechanism style (security seal) tag, currently used for blue crab traps will suffice for all trap types as it can be attached flat to stone crab and lobster traps. Therefore, only this tag type will be considered.
according to tag color and marking requirements.
TRAP & TAG TYPES
There are three (3) trap and tag types.
1. Stone crab traps are plastic or wire traps and represented by their endorsement type X.
2. Blue crab traps are wire traps and represented by their endorsement types VHI, VHO, VS, and VN.
3. Spiny lobster traps are wood traps and represented by their endorsement type C.

Manager shall reject invoices lacking documentation necessary to justify invoiced expenses.
3.3. Monthly invoices shall only include tag orders where tracking numbers have been provided to the
Commission and tags have been shipped and delivered. Invoices cannot be processed for orders that have not been delivered or orders for which the shipping/tracking information has not been provided to, received by, and/or verified as delivered by the Commission.
