About this file

This document is an addendum to a Request for Proposal (RFP) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for In-Water Marine Debris Removal in the Florida Keys National Marine Sanctuary (FKNMS). Addendum #1 revises the Priority Marine Debris Removal Sites (Exhibit A-1), the Price Sheet, and provides responses to questions from prospective bidders. The RFP seeks competitive bids for the rapid and comprehensive coordination and removal of remaining non-vessel Hurricane Irma marine debris from sensitive and managed habitats throughout the FKNMS. All responses to the solicitation must be received by 2:00 PM ET on Friday, June 2, 2023. The revised Exhibit A-1 provides updated details on the linear extent, coordinates, and depth of the priority debris removal sites. The revised Price Sheet must be completed and submitted by bidders. The addendum also addresses questions related to debris depth, invoice submission and processing, use of federal funds, and bid submission requirements.

The pricing for this contract is expected to include all necessary costs to complete the project, including but not limited to coordination, administration, mobilization, demobilization, staging, permitting, removal, transport, disposal, reporting, and environmental measures. The contract will be funded with federal funds, but not from the American Rescue Plan Act (ARPA). Bidders must be registered in the MyFloridaMarketPlace (MFMP) system and with Sunbiz prior to the bid opening.

Question #6: Do staff time, staff travel to removal sites, fringe benefits, and administrative costs need to be built into the estimated cost of each line item as described on the Price Sheet? Or can that be provided separately?

Answer #6: All costs need to be included and reflected in the respective line items.

Question #7: Page 15 7.4.1.a “The Contractor shall be required to document the location of final disposition, and disposal site EPA number, disposal weight ticket, and dumpster ticket when/where applicable.” We will have contractors provide the location of final disposal but is the remaining applicable if contractors are using on-site dumpsters at their marina/business?

Answer #10: Exhibit A has been updated to reflect expected coverage. For linear extent, coverage is expected for coral reefs (forereefs) between the GPS points listed.

For grids, if specific locations are identified within these grids, those areas are

FWC 22/23-114 ADDENDUM #1 4

expected to be covered in their entirety as detailed in the Exhibit A-1, Revised

Priority Marine Debris Removal Sites .

Question #11: Without a detailed description, photos, volume of debris, and definition of area, what should the price be based on?

Answer #11: Exhibit A has been updated to reflect expected coverage.
