About this file
This document is an addendum to a Request for Proposals (RFP) issued by the Florida Fish and Wildlife Conservation Commission (FWC) for the "FWC Culture, Relevancy, Identity and Branding Project". The RFP seeks a vendor to conduct a study exploring internal and external stakeholder beliefs and perspectives regarding FWC's identity, culture, and purpose. The addendum provides clarification on several questions from prospective respondents, including whether companies outside the USA can apply, whether in-person meetings are required, and whether focus groups can be conducted virtually. The RFP indicates that FWC will reserve and pay for the focus group facilities directly. The project is a stand-alone FWC strategic initiative, and no specific budget has been provided. Respondents are instructed to submit their proposals in a sealed envelope by the due date of August 17, 2023.
The addendum further clarifies that the current scope of work only covers research to explore stakeholder beliefs and perspectives, and that FWC's branding and guidebook will be separate efforts outside the scope of this RFP. Vendors are encouraged to provide details on their proposed data collection methodologies, including both qualitative and quantitative approaches, in their response. No changes are allowed to the format or pricing structure on the Cost form.

FWC 22/23-108 ADDENDUM #1 2
BEGIN ADDENDUM #1
Item #1 –Questions and Answers
Question #1: Could you please tell me whether companies from Outside USA can apply for this (like from India or Canada)?
Answer #1: Companies outside of the USA can respond as long as they are able to complete the Scope of Work and meet all requirements of the RFP.
Question #2: Can you tell me whether we need to come over there for meetings?
Answer #2: Virtual meetings with the FWC Project Manager, FWC human dimensions and public information staff, and other FWC project staff, are an option for vendors, provided they are able to complete the Scope of Work and meet all requirements of the RFP.
Question #3: Can we perform the tasks (related to RFP) outside the USA (like from India or
Canada)?
Answer #3: The Scope of Work does not specify that the focus groups must be conducted in-person. Vendors should provide details as requested in the RFP Proposed
Plan to Complete the Scope of Work that include their specific plans for the data collection and any proposed alternate methodologies (such as virtual focus groups) and justification.
Question #4: Can we submit the proposals via email?
Answer #4: No. Responses must be submitted in a sealed envelope to the address specified in the RFP.
Question #5: In conducting relevancy studies, other state agencies have used a combination of qualitative data collection (e.g., focus groups, personal interviews) and quantitative data collection (e.g., surveys of employees and the general population). The RFP states in several places that this project will “determine perception of FWC identity and culture via both qualitative and quantitative means,” but otherwise makes no mention of a survey or any other quantitative data collection technique. Is this project a predecessor to or a part of a larger
FWC relevancy initiative involving surveys, or are these focus groups the extent of FWC’s planned relevancy effort?
FWC 22/23-108 ADDENDUM #1 3
Answer #5: This project is part of a larger FWC relevancy initiative that may involve surveys. Vendors are encouraged to submit their Proposed Plan to Complete the Scope of Work using both qualitative and quantitative means to accomplish the data collection in the Scope of Work.
Question #6: Is this project a stand-alone FWC project or is it part of a larger overall initiative (i.e., through a grant or partnership)?
Answer #6: The project is a stand-alone FWC strategic initiative.
Question #7: Does FWC have a budget in mind for this project?
Answer #7: No budget is being given at this time. FWC would like to see the results received from the competitive process.
Question #8: Is FWC open to online focus groups (e.g., through Zoom videoconferencing) or do all of the planned focus groups need to be held in-person on-site at formal facilities in Florida?
Answer #8: The Scope of Work does not specify that the focus groups must be conducted in-person. Vendors should provide details as r equested in the RFP Proposed
Plan to Complete the Scope of Work that include their specific plans for the data collection and any proposed alternate methodologies (such as virtual focus groups) and justification.
Question #9: Will all research be conducted in English only?
Answer #9: Yes.
Question #10: Is there a budget range or 'Not to Exceed' limit you can share with proposers?
Answer #10: No budget is being given at this time. FWC would like to see the results
Question #11: From section 2.5: Note: Once focus group locations have been set, FWC will reserve/pay for the facility directly. Does this mean that FWC will be paying all costs associated with facility rental (e.g., video recording, snacks for participants, etc.), and that proposers do not need to include those costs in the cost proposal?
Answer #11: Yes, that is correct.
FWC 22/23-108 ADDENDUM #1 4
Question #12: Is the Commission interested in optional methodologies we may recommend, in addition to focus groups? If so, are we allowed to add a line item to the Cost form to reflect associated costs for those activities?
Answer #12: No. Vendors should provide details as requested in the RFP Proposed Plan to
Complete the Scope of Work that include their specific plans for the data collection and any proposed alternate methodologies and justification. No line items may be added to the Cost form. No changes are allowed to the format or pricing structure on the Cost form.
Question #13: The RFP states that “Once focus group locations have been set, FWC will reserve/pay for the facility directly.” Given that FWC intends to use professional facilities to host the focus groups, is FWC also open to using these professional facilities to recruit participants for the external stakeholder groups (specifically, as phrased in the RFP, “a broad range of external audiences across the entire state that reflect the demographics of the state and are inclusive of potentially underserved audiences”)?
Answer #13: Yes. Vendors should provide details as requested in the RFP Proposed Plan to
Complete the Scope of Work that include their specific plans for the data collection and any proposed alternate and justification. Vendors should outline the Process Steps and Logistical Support they intend to use in their Proposed
Plan.
Question #14: Even though the RFP title includes culture, relevancy, identity, and branding project, we would like to clarify that the current scope of work only covers research to explore internal and external stakeholders' beliefs and perspectives regarding FWC, identity, culture, and purpose. FWC’s branding and guidebook will be separate efforts outside the RFP's scope of work.
Answer #14: That is correct.
Question #15: When you call it a synthesis report, are you referring to an executive summary?
Answer #15: Yes, this document would be shared with FWC leadership and should cover a summary of the data collected and the analysis with any recommendations.
Question #16: What is the specific budget for this project?
Answer #16: No budget is being given at this time. FWC would like to see the results
