About this file
This document is an addendum to a solicitation issued by the Florida Fish and Wildlife Conservation Commission (FWC) for the procurement of an epifluorescence research microscope with out-of-focus light deconvolution capabilities. The solicitation number is FWC 22/23-76, and the bid title is "EPIFLUORESCENCE RESEARCH MICROSCOPE W/ OUT-OF-FOCUS LIGHT DECONVOLUTION". The addendum provides responses to questions received from potential bidders, including information about delivery timelines and the potential acceptance of equivalent microscopes that meet or exceed the specified requirements. The bid responses are due by 10:30 AM ET on Wednesday, April 19, 2023, and the purchase order must be in place by the end of the fiscal year, June 30, 2023.
The addendum indicates that the FWC is willing to extend the delivery deadline to September 1, 2023, to accommodate the 11-16 week delivery window estimated by the Zeiss microscope manufacturer. The FWC also confirms that equivalent microscopes to the Zeiss Axio Observer 7 would be acceptable, provided the vendor demonstrates that the proposed equipment meets or exceeds all the specified requirements. The FWC reserves the sole right to determine the equivalency of any offered products.

FWC SOLICITATION ADDENDUM 2
BEGIN ADDENDUM
QUESTION #1
I would like to inform you that the Zeiss factory in Germany will not be able to build and deliver such a system by end of FL fiscal year (6/30) with the proposed award date. Even if the bid were awarded sooner, it would be highly unlikely to deliver on schedule.
The current estimate from Zeiss in Germany is currently 11-12 weeks from receipt of order, however we have experienced significant uncertainty in delivery estimates over the last 12 months. Therefore, I would anticipate 11-16 weeks as the delivery window to be on the safe side. Is it possible that the delivery deadline may be extended into next fiscal year to accommodate this information?
ANSWER #1
The Commission can extend the delivery deadline to September 1 once a purchase order is put in place to accommodate this. This purchase order must be in place by the end of the fiscal year (6/30).
QUESTION #2
Is the State also considering an equivalent to the Zeiss microscope, or does it need to be the Zeiss product?
ANSWER #2
An equivalent would be acceptable, but the vendor must demonstrate that it meets or exceeds all specifications described for the Zeiss microscope. The Commission reserves the right to make the sole determination of equivalency when reviewing bids. If an equivalent is accepted, it must be installed by an authorized dealer of the microscope selected.
QUESTION #3
Is it required that you receive bids for only a Zeiss microscope? I am a vendor for Leica, and I feel that our microscope is equal if not better than the Zeiss Axio Observer 7. The Leica hardware and software are much more user friendly than Zeiss as well.
ANSWER #3
An equivalent would be acceptable, but the vendor must demonstrate that it meets or exceeds all specifications described for the Zeiss microscope. The Commission reserves the right to make the sole determination of equivalency when reviewing bids. If an equivalent is accepted, it must be installed by an authorized dealer of the microscope selected.
