About this file

This document is an addendum to the Florida Fish and Wildlife Conservation Commission's (FWC) Solicitation No. FWC 21/22-81 for FWC Aviation Helicopter Aircraft Law Enforcement Equipment. The addendum provides responses to questions regarding the configuration of the Bell 505 Jet Ranger X aircraft, including the installation of hard points, radios, and air conditioning. It confirms the aircraft will be delivered by August 2023 and clarifies the requested monitor size, law enforcement radio model, and antenna/installation kit requirements. The addendum also addresses contract terms like the MyFloridaMarketPlace fee and subcontractor requirements.

The related state and local contract opportunity is for the FWC Aviation Helicopter Aircraft Law Enforcement Equipment project, which is open to vendors registered in the MyFloridaMarketPlace system and with SunBiz prior to the bid opening. The contract will be awarded to provide the specified equipment and modifications to the Bell 505 Jet Ranger X aircraft for use by the FWC in Leon County and the City of Tallahassee.

BEGIN ADDENDUM

Pg 10 purpose states aircraft is a Bell 505 Jet Ranger X Basic Aircraft. Will aircraft be delivered in the configuration stated in ITB previously listed by the FWC (FWC 21/22-80)?

Yes, the aircraft will be delivered to the Law Enforcement Equipment Vendor with the equipment listed in FWC 21/22-80.

Will the aircraft be delivered with front and rear hard points installed by the factory?

Yes, the hard points will be installed at the factory when the aircraft is built.

Will the customer provide the quantity of FWC provided radios and the OEM/models for the FWC provided radios to be installed or at least physical dimensions with mounting data? Space in the cockpit of this aircraft is limited. We would like to have a good idea of how the radio/s would fit for accurate pricing.

FWC will use (1) of the 721 L3 Harris XG-75M Mobile Radio remote mount control head XG-75M. Specifications are included below. If needed, additional specifications can be found through L3 Harris.

· Will the aircraft have air conditioning system installed?

If yes, will it have the cockpit instrument panel AC ducts?

The aircraft will have AC, but instrument panel ducts will not be included.

· Can a detail list of the accessories to be installed by the OEM be provided?

All accessories installed during the construction of the aircraft can be found in ITB 21/22-80.

Does the FWC have an estimated time the aircraft would arrive at the contractor facility to be modified that they can share? (Q1 of 2023? May 2023?....)

The aircraft should be delivered to the equipment vendor by August 2023.

On page 21 section E of the ITB, it talks about MyFLoridaMarketPlace fees. Can you confirm this fee is 1% of the contract value? If not, how much is this fee?

Yes, this is the correct fee.

Regarding Section 4.1.3. “Full Mission console…” Is the request to have all items installed in the cockpit using the factory Avionics Console or to install an Operator’s Console in the Cabin?

Yes, the request is to have all items installed in the cockpit. Everything is to be run from the front.

Are the Bear Paws (Alpine Aerotech) to be installed or supplied loose? Are they to be painted or supplied in vendor color?

Installed on the aircraft, and they are to be supplied unpainted in vendor color.

Regarding Section 4 of the Scope of Work, FWC calls out “Monitor – Macro-Blue 15” NVG (Domestic Price)”; however, there is space to install the 17” Macro-Blue monitor in the Bell 505 Jet Ranger X’s that FWC will be purchasing from Bell, as the Expanded Instrument Panel has the capacity to hold a 17” monitor. Does FWC prefer the 17” monitor over the 15”?

FWC will accept 17” or 15” monitor.

Please provide details/model(s) of law enforcement radio to be integrated with aircraft avionics and radios along with the preferred location of radio?

FWC will use (1) of the 721 L3 Harris XG-75M Mobile Radio remote mount control head XG-75M. Specifications are included below. If needed, additional specifications can be found through L3 Harris.

Following question #4, will FWC also be supplying all installation kits and antennas, or do we need to quote installation provisions and antennas? If we are to price and procure the antennas, please provide make and model requested or as a minimum, frequency ranges to be used.

FWC requires the vendor to supply installation kits, provisions, and antennas needed to work with the law enforcement radio specifications herein.

Please confirm that the Commission requires pricing for extra Bell 505 Operator Accessory packages (to include main rotor tie down, pilot cover, tail tie down, inlet barrier filter cover assembly and exhaust cover assembly)? Operator Accessory packages are already included in the open PO FWC has with Bell for 2 Bell 505s under the Exterior sections.

Correct. The operator accessory package was covered in 21/22-80. FWC does not need the equipment vendor to include an additional operator accessory package.

The "Aerodynamix NVG Cockpit Lighting" STC will require updating to add the new items located inside the aircraft. Can FWC include an extra line to capture this cost?

Yes, please see addendum 2 which included updated price sheet.

Per the Terms and Condition section Pg 27 of 43 part N Employment Eligibility Verification, a. What happens in the case that the 145 Repair station hires mechanics that are vetted by the FAA program for Drug and Alcohol and immigration status, can they use this system instead?

No, it is required by Florida Statute to use the E-Verify system.

What happens in the case that the subcontractor is a sole-proprietor? Would an affidavit be enough?

Any person or company that would provide work under a future Purchase Order would be the primary respondent. All work provided for the primary related to the Purchase Order would be considered a subcontractor. All subcontractors must adhere to all requirements listed in the Terms and Conditions. Please see “Section 8: Subcontracts” for more information.

Any idea on when the helicopter will be delivered for the modification?

The aircraft should be delivered to the Law Enforcement Equipment Vendor by August 2023.

From the bid I see the time allotted is 4 months. In the cases where a FAA STC is needed, there is no guarantee in the FAA processing time. How is this best handled in the schedule?

FWC requests that respondents thoroughly examine the requirements of this ITB to determine which modifications do not have existing STC’s. If an STC is needed, FWC requires immediate notification of schedule overages and a specific duration of STC completion. If a vendor has any concerns about a modification that requires an STC, FWC requires the vendor to notify FWC of these concerns. As specified in the ITB, FWC will also consider 337 field approvals.
