About this file

This document is an addendum to a solicitation by the Florida Fish and Wildlife Conservation Commission (FWC) for FIXED-WING AIRCRAFT LAW ENFORCEMENT EQUIPMENT. The addendum addresses questions and answers, including clarification that a minimum 17-inch screen is sufficient, the intent to view video from a tablet via wireless interface, and the requirement for the modification vendor to use the existing Garmin audio system to accommodate the radios. The solicitation requires all responses to be received by 11:30 AM ET on Friday, April 15, 2022, with no late submissions accepted.

The addendum also confirms that separate price sheets may be submitted for the two aircraft models, that equipment/aircraft manufacturers are not considered subcontractors, and that Florida-based companies will not receive an advantage. The solicitation does not have page count limits, but concept modifications needed to be submitted by March 28, 2022. Payment will be made upon project completion, and delivery, schedule, and modification of terms and conditions will be handled post-award.

A response received after the exact time specified will not be considered. Failure to file a protest within the time prescribed in Section 120.57(3), Florida Statutes (F.S.), or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes. BEGIN ADDENDUM

Can the FWC specify what size monitor to insure accurate pricing? Would dual MB17W be sufficient?

Yes, a minimum of 17” screen is sufficient.

4.1.7. Video router with the ability to route high-definition video to sources throughout the aircraft. Is the intent to be able to view the video from a tablet via wireless interface?

Yes. An example would include displaying the video on an Apple Ipad.

4.1.12. FWC will provide law enforcement radio(s) that will need to be integrated with aircraft avionics and radios. Will the aircraft be equipped with an audio system capable of operating multiple radio or will a new audio system be an over and above modification to be selected at a later date?

The aircraft will be equipped with the Garmin G100 NXi avionics suite. A solution by the modification vendor would need to be constructed to use the existing Garmin audio system to accommodate the radios.

Section 3 implies that payment will be made when invoiced. Can the contractor propose milestone payments that can be invoiced? For example, aircraft arrival at contractor, all contractor supplied equipment arrived to the contractor, aircraft delivery.

No, as the project is required to be finished before payment can be made.

Does the FWC have a limit to the page count for the proposal being provided. FWC has a documentation that must be filled out as part of the bid but the contractor will be providing a proposal with additional details and assumptions. Is this permitted and it there a max page count.

There are no page count limits.

The two-models of aircraft will have different pricing for some of the modifications. Is it acceptable to have two price documents? One for each model?

Yes, please see Addendum 3 for separate price sheets.

Can you confirm all equipment and/or aircraft manufactures are not considered subcontractors?

No, they are not considered subcontractors.

Will Florida companies receive an advantage over companies outside the state of Florida?

No.

Will written proposals providing details on the delivery, schedule, modified/suggested T&C’s, as well as suggested concepts modification as well as details on past performance be accepted in the sealed response.

Delivery, schedule, and modification of T&C’s are all handled post-award. Please see the references section of the solicitation document for information regarding past performances. Concept modifications must have been submitted by March 28, 2022 in accordance with the Calendar of Events.
