About this file

This document is an addendum to the Florida Fish and Wildlife Conservation Commission (FWC) solicitation No. FWC 21/22-113 for the Brevard County Derelict Vessel Removal Project. The addendum provides answers to questions regarding the requirement for derelict vessels to be removed from the water before being disassembled, and the potential additional costs and time associated with moving the vessels to an upland location for disassembly. The addendum also clarifies that the contractor is responsible for selecting and preparing an approved DDMS (Derelict and Displaced Marine Structures) site for staging the vessels.

The project is located within the state of Florida, specifically in Leon County and Tampa City. The solicitation seeks competitive pricing for the removal of derelict vessels in Brevard County. Responses to the solicitation must be received by 11:30 AM (ET) on Friday, June 24, 2022. Failure to file a protest within the time prescribed in Section 120.57(3), Florida Statutes, or to post the required bond, will result in a waiver of proceedings under Chapter 120, Florida Statutes.

BEGIN ADDENDUM

A. Why do derelicts need to be removed out of the water to be dissembled?

B. Moving to upland location will add $3000-$10,000. To the cost and another week to removal.

A. It is expected that most vessels be removed from the water before breaking apart to avoid the possibilities of vessel debris entering the water column adding to the cleanup needed. The vessel must be removed in its entireties from the water.

B. It may add minimal cost to the removal of the vessel to break it on land instead of the water, however this is required under the Best Management Practices to avoid unnecessary debris in the water column. In the event that the vessel must be broken on the water, the contractor is required to ensure that all parts of the vessel including any debris left in the water are removed and disposed of.

Item 3.4.3 On land staging area? Where do we find an approved DDMS site? Is there a list of locations that can be used?

No there is not. The contractor is required to select a location and prep that area for the purpose of being used as a DDMS site with any permitting needed handled by the contractor.
