About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Fish & Wildlife Conservation Commission (FWC) for software services, maintenance, and support. The FWC is seeking to contract with SmartCOP, Inc. D/B/A CTS America for a 5-year term from July 1, 2020 to June 30, 2025 to perform data warehouse server maintenance, data conversions, data creation/modification/compatibility, and software updates. The estimated dollar amount for this procurement is not to exceed $900,000. The FWC is requesting authority to contract with SmartCOP, Inc. as a sole source provider, as CTS-America (SmartCOP) software is the only product that can meet the functional requirements to access and seamlessly interface with the existing Statewide Joint Task Force Computer Aided Dispatch (CAD) system utilized by the Florida Highway Patrol and the FWC.

The FWC has determined that CTS-America (SmartCOP) is the original and sole developer, distributor, and technical support supplier for the CTS software currently installed and in use at the FWC. As the software is proprietary, there are no other distributors, retailers, or resellers available. CTS-America is the only supplier that can provide the required annual maintenance, system support, and customization services.
