1.0 SPECIFICATIONS FOR FIXED WING AIRLIFTS -
1.1 Cargo and Personnel Movement. The Contractor shall provide multi-engine fixed wing aircraft equipped with removable and/or foldable passenger seating with seat belts, which provides seating for at least eight passengers. The aircraft shall also have the capacity of transporting any combination of passenger(s) and/or cargo totaling a minimum of 2,100 and 3,000 lbs depending on CLIN requirements. The type of aircraft ordered will be the smallest aircraft commensurate with mission requirements. This payload does not include aircraft crew members, fuel, or Contractor equipment required for the performance of this contract. The aircraft shall be capable of transporting 2,100 lbs a distance of 500 GCSM, or 3,000 lbs a distance of 280 GCSM nonstop under IFR conditions. The aircraft shall be in compliance with established Canadian safety requirements and be equipped with tie-down devices to restrain the movement of cargo.
All flights should originate at the applicable LSS. The Contractor shall be responsible for transporting personnel and cargo from the LSS to Long Range Radar (LRR) sites and return to the LSS. Flights that do not meet the LSS-LRR-LSS flight profile require ACC AMIC Det 1 or CO approval. (Note – flights on the monthly schedule are automatically approved, unless notified otherwise by ACC AMIC Det 1).
Requests for cross-zone flying shall be submitted to either the CO/COR or HQ ACC AMIC Detachment 1 for review and approval prior to flying the mission.
All 2,100 and 3,000 lb aircraft shall be capable of taking-off and landing on unimproved surfaces and/or shorter airstrips at NWS LRR sites with a surface length of less than 2,824 feet (BAF-3) while carrying a full mission payload as scheduled.
All aircraft shall also be capable of flying in austere locations found in the arctic environment.
The contractor will provide sufficient number of aircraft to be capable of transporting a minimum of 3,000 lb lift services to each of the five operating zones simultaneously.
The Contractor will conduct a bi-weekly flight between 1 June and 30 September in support of the summer work season from each of the Logistic Support Sites within the NWS. The mission aircraft will have a payload capacity of 6,000lbs and begin at the Zone 1 LSS and proceed to the Zone 2 LSS followed by the LSS in Zone 3, 4, and 5. Once the aircraft arrives at the Zone 5 LSS it will reverse route stopping at each of the NWS LSS’s with the mission terminating at the Zone 1 LSS.
